Letter from the Chairman to Stephen Timms MP, Minister of State for Competitiveness, Department for Business, Enterprise and Regulatory Reform

  Thank you for your Explanatory Memorandum covering the proposed creation of a new regulatory authority for electronic communications. This Document was considered by Sub-Committee B at its meeting of 14 January and it was decided to hold this document under scrutiny.

  The Committee agrees with the Governrment's concerns that the argument for a new authority to replace the ERG and ENISA is not conlusive. Whilst the need for more consistent implementation of regulation and greater co-ordination between NRAs is appreciated by the Committee, it does not consider the creation of a "super-regulator" the most appropriate means of achieving these aims. This is an issue that the Committee will be discussing in more detail in its forthcoming report on the Commission's Review of the Single Market.

  The Committee would be grateful if the Minister could provide updates on this matter as it progresses.
