7 Armed Forces: United States missile defence (3-hour debate) Lord Wallace of Saltaire moved for papers relating to the United Kingdom’s commitment to participate in the United States missile defence system, and to the implications of recent negotiations between the United States and other states for the deployment of that system. After debate, the motion was withdrawn.
8 Energy policy Lord Jones of Birmingham repeated a ministerial statement made in the House of Commons.
9 Local Government: community empowerment (2-hour debate) Lord Greaves moved for papers relating to the Action Plan for Community Empowerment: Building on success and to the case for more initiatives to build sustainable local democratic structures and communities. After debate, the motion was withdrawn.
10 China: human rights A question was asked by Lord Alton of Liverpool and, after debate, answered by Lord Malloch-Brown.
