The Sub-Committee considered the draft Report.
Paragraphs 1-4 were agreed to, with amendments.
It was moved by Lord Crickhowell, after paragraph
4, to insert—
"We agree with the House of Commons Foreign
Affairs Committee's conclusion in its recent report on the "Foreign
Policy Aspects of the Lisbon Treaty" that 'there is no material
difference between the provisions on foreign affairs in the Constitutional
Treaty which the Government made subject to approval in a referendum
and those in the Lisbon Treaty on which a referendum is being
denied'. We feel that this statement also applies to defence matters."
