*Lord Sheikh to ask Her Majesty’s Government whether they will bring forward the increased spending allocations for flood defences from 2010-11 to 2008-09.

*Baroness Stern to ask Her Majesty’s Government what are the main changes being made in the work of prisons and Young Offenders Institutions to enable the Prison Service to keep within its budget.

*Lord Redesdale to ask Her Majesty’s Government when they will give effect to their pledge to consult Parliament about whether the Prime Minister should be required to seek the approval of the House of Commons before asking the Monarch for a dissolution.

Bournemouth Borough Council Bill [HL] The Chairman of Committees to move that this House resolves that the promoters of the Bournemouth Borough Council Bill [HL] which was originally introduced in this House on 22 January 2007 should have leave to suspend any further proceedings on the bill in order to proceed with it, if they think fit, in the next session of Parliament according to the provisions of Private Business Standing Order 150A (Suspension of bills).

London Local Authorities and Transport for London Bill The Chairman of Committees to move that this House resolves that the promoters of the London Local Authorities and Transport for London Bill which was originally introduced in the House of Commons in session 2004-05 on 25 January 2005 should have leave to suspend any further proceedings on the bill in order to proceed with it, if they think fit, in the next session of Parliament according to the provisions of Private Business Standing Order 150A (Suspension of bills).

Manchester City Council Bill [HL] The Chairman of Committees to move that this House resolves that the promoters of the Manchester City Council Bill [HL] which was originally introduced in this House on 22 January 2007 should have leave to suspend any further proceedings on the bill in order to proceed with it, if they think fit, in the next session of Parliament according to the provisions of Private Business Standing Order 150A (Suspension of bills).

Transport for London (Supplemental Toll Provisions) Bill [HL] The Chairman of Committees to move that this House resolves that the promoters of the Transport for London (Supplemental Toll Provisions) Bill [HL] which was originally introduced in this House on 22 January 2007 should have leave to suspend any further proceedings on the bill in order to proceed with it, if they think fit, in the next session of Parliament according to the provisions of Private Business Standing Order 150A (Suspension of bills).

Broads Authority Bill The Chairman of Committees to move that this House do agree with the orders made by the Commons set out in their message of 16 October.

Local Government and Public Involvement in Health Bill Third Reading [Baroness Andrews]

Dioceses, Pastoral and Mission Measure Lord Bishop of Exeter to move that this House do direct that, in accordance with the Church of England Assembly (Powers) Act 1919, the Dioceses, Pastoral and Mission Measure be presented to Her Majesty for Royal Assent.

Renewable Transport Fuel Obligations Order 2007 Lord Bassam of Brighton to move that the draft Order laid before the House on 9 October be approved. 27th Report from the Statutory Instruments Committee and 31st Report from the Merits Committee

Lord Waddington to ask Her Majesty’s Government whether they will assist those who served the Crown in Southern Rhodesia before the unilateral declaration of independence, and in many cases afterwards, for whose pensions the government of Zimbabwe took responsibility under the Independence Constitution but who are no longer receiving any pension.

1 Lord Janvrin The Rt Hon Sir Robin Berry Janvrin, GCB, GCVO, having been created Baron Janvrin, of Chalford Hill in the County of Gloucestershire, for life by Letters Patent dated 10 October 2007, was introduced between Lord Fellowes and Lord Jay of Ewelme, and took and subscribed the oath.

2 Baroness Garden of Frognal Susan Elizabeth, Lady Garden, widow of Timothy Lord Garden, KCB, having been created Baroness Garden of Frognal, of Hampstead in the London Borough of Camden, for life by Letters Patent dated 16 October 2007, was introduced between Lord Roper and Baroness Neuberger, and took and subscribed the oath.

3 Energy: Caythorpe gas storage facility A question was asked by Lord Jenkin of Roding and answered by Baroness Andrews.

4 Aviation: air quality A question was asked by Lord Tyler and answered by Lord Bassam of Brighton.

5 Iraq: withdrawal A question was asked by Lord Dykes and answered by Lord Drayson.

6 National Health Service dentistry A question was asked by Baroness Gardner of Parkes and answered by Baroness Royall of Blaisdon.

7 Further Education and Training Bill [HL] The Commons amendments were considered.
