Lord Alton of Liverpool to ask Her Majesty’s Government what action they will take in the light of the evidence submitted by Dr Vincent Argent, medical director of the British Pregnancy Advisory Service, to the House of Commons Science and Technology Committee that he had observed (a) doctors authorising abortions who (i) signed batches of forms before patients are seen for consultation; (ii) signed the forms with no knowledge of the particular patient and without reading the notes; (iii) signed forms without seeing or examining the patients; (iv) signed forms after the abortion had been performed; and (v) faxed the forms to other locations for signature; and (b) clinics using signature stamps without consultation with the doctor. Lord Avebury to ask Her Majesty’s Government whether they will exercise the power granted in section 27(1) of the British Nationality Act 1981 to give effect to the commitment made by Home Office Minister Baroness Young to Lord Avebury during the passage of the Hong Kong Bill in 1985 that no former Hong Kong British Dependent Territories Citizen nor any child born after 1 July 1997 to such person should be made stateless and that there would be an avenue for the continuation of a form of British nationality to the persons concerned until approximately the middle of the next century. Public Business

1   Building Societies (Funding) and Mutual Societies (Transfers) Bill The bill was read a third time and, after debate, passed. The bill was returned to the Commons with amendments.

2   Economic Sanctions (EAC Report) Lord Wakeham moved that this House takes note of the Report of the Economic Affairs Committee on The Impact of Economic Sanctions (2nd Report, HL Paper 96). After debate, the motion was agreed to.

3   European Union: Schengen Information System II (EUC Report) Lord Wright of Richmond moved that this House takes note of the Report of the European Union Committee on Schengen Information System II (SIS II) (9th Report, HL Paper 49). After debate, the motion was agreed to.

The House adjourned at 3.13pm until Monday 15 October at 2.30pm.

1   Man Nutzfahrzeuge Aktiengesellschaft (a company incorporated under the laws of Germany) and others and others (Petitioners) v Ernst & Young (a limited liability partnership practising in Canada) and others (Respondents) and others The petition of Freightliner Limited praying for leave to appeal was presented and referred to an Appeal Committee.

2   EM (Lebanon) (FC) (Appellant) (FC) v Secretary of State for the Home Department (Respondent) The final determination of the Legal Services Commission having been made it was ordered that the time for lodging the statement and appendix and setting down the cause for hearing be extended to 26 October.

3   Appeal Committee The 84th Report from the Appeal Committee was agreed to and the following Order was made:

Chief Constable of the Hertfordshire Police (Original Petitioner and Cross-respondent) v Van Colle (administrator of the estate of GC (deceased)) and another (Original Respondents and Cross-petitioners) That leave to cross-appeal be given; and that the petition of cross-appeal be lodged by 26 October.
