*Lord Sheikh to ask Her Majesty’s Government, in view of the comments made by the Assistant Commissioner of the Metropolitan Police at the annual conference of the Association of Chief Police Officers, what assessment they have made of the adequacy of the Olympic security preparations; and whether they have proposals for legislation on this subject.

(a) what progress they have made with their own research programme into water fluoridated following the recommendations of the United States National Research Council in March 2006; and

(b) whether they will follow the United States example in advising parents to avoid fluoridation water when reconstituting infant formula for bottle-fed infants, in view of the National Research Council’s finding that “on a per-body-weight basis, infants and young children have approximately three to four times greater exposure than do adults”. Lord Berkeley to ask Her Majesty’s Government whether drivers of heavy goods vehicles are permitted to transfer parts of their loads from one vehicle to another in a lay-by; and, if not, which organisation is responsible for enforcing legislation preventing this. HL4565

Lord Hylton to ask Her Majesty’s Government what child care provision is made during substantive asylum or immigration interviews of women with small children, or when a woman gives evidence corroborating the case of her spouse. HL4566

Lord Hylton to ask Her Majesty’s Government whether they will make representations to the government of Sierra Leone about the incidence of female genital mutilation of girls, and in particular the exclusion of this subject from a recent child rights bill in that country. HL4567

Lord Hylton to ask Her Majesty’s Government what assessment they have made of reports that 100 women at Yarl’s Wood Immigration Removal Centre are refusing food, 70 per cent of women had reported previous rape, 57 per cent had no legal representation and nearly half had been detained for more than three months; and what action they are taking to improve conditions and procedures and to minimise the use of detention. Lord Hylton to ask Her Majesty’s Government why Ms Maseko, an unsuccessful asylum-applicant and mother of two small children, was forcibly evicted from council accommodation and then separated from her one-year old daughter, whom she was breast feeding; why Yarl’s Wood Immigration Removal Centre did not supply a breast pump; and whether they propose to prevent such treatment in future. Lord Hylton to ask Her Majesty’s Government whether asylum applicants being transferred from Belfast to Strathaven in Scotland, or elsewhere, are routinely handcuffed while on board the ferry; whether a woman, five months pregnant, was handcuffed during such a journey; and whether they will review these procedures. Lord Hylton to ask Her Majesty’s Government whether they will make representations to the government of Colombia regarding the recent proposal for humanitarian exchanges of captives in that country put forward by Justice for Colombia and others; and, if so, how. HL4571

Lord Ouseley to ask Her Majesty’s Government, further to the Written Answer by Baroness Andrews on 26 June (WA 125), how many staff remain to be considered for assimilation prior to vesting day for the Commission for Equality and Human Rights (CEHR); what recommendations were made by the Office of Government Commerce gateway reviews of the CEHR in relation to the effectiveness of the planned transition; whether they intend to publish the Office of Government Commerce’s last report, dated 30 May, about the effectiveness of the planned transition for the CEHR; and when the CEHR intends to contact the Citizen’s Advice Bureau about the expectations being placed on that charity to provide advice to those individuals who do not meet the CEHR criteria. It was ordered and adjudged that the appeal be allowed; that the Order of the Administrative Court of the Queen’s Bench Division of the High Court of Justice of 17 May 2006 be set aside; that the respondents’ decision of 13 September 2005 that National Grid Gas plc is an appropriate person within the meaning of section 78F of the Environmental Protection Act 1990 (as amended) be quashed; and that there be no order for costs in this House or in the Administrative Court.
