The House met at 11.00am Prayers were read by the Lord Bishop of St Albans
1 Lord Hameed Khalid Hameed, Esquire, CBE, having been created Baron Hameed, of Hampstead in the London Borough of Camden, for life by Letters Patent dated 27 March 2007, was introduced between Lord Dholakia and Lord Janner of Braunstone, and took and subscribed the oath.

2 Transport for London (Supplemental Toll Provisions) Bill [HL] Lord Tunnicliffe moved that the bill be now read a second time. After debate, the motion was agreed to and the bill was committed to an unopposed bill committee.
3 London Local Authorities Bill [HL] The bill was read a third time. Amendments were agreed to. Then the bill was passed and sent to the Commons.

4 Fuel poverty A question was asked by Lord Palmer and answered by Lord Truscott.
5 Elections: signatures A question was asked by Baroness Hanham and answered by Lord Evans of Temple Guiting.

10 National Health Service: resources (3-hour debate) Lord James of Blackheath moved for papers relating to budgetary reporting and the use of resources in the National Health Service. After debate, the motion was withdrawn.
11 Local Government: Lyons Inquiry (2-hour debate) Lord Bruce-Lockhart moved for papers relating to the recommendations of the Lyons Inquiry into Local Government, and the future of local government funding. After debate, the motion was withdrawn.

Judicial Business
1 Capewell (Respondent) v Her Majesty’s Revenue and Customs (Appellants) and another Further to the Order of the House of 31 January 2007 (10th Report Session 2006-07; [2007] UKHL 2) it was ordered that the respondent do pay or cause to be paid to the appellants their costs in this House, the amount thereof to be certified by the Clerk of the Parliaments if not agreed between the parties; that paragraph 1 of the Order of Her Majesty’s Court of Appeal of 29 April 2005 be set aside; that paragraph 2 of the Order of Her Majesty’s Court of Appeal of 29 April 2005 be set aside, and that there be no order for costs as between the appellants and the respondent incurred in relation to the issues before Her Majesty’s Court of Appeal on 26 October 2004 (on which judgment was given by Her Majesty’s Court of Appeal on 2 December 2004), the receiver’s costs of that hearing to be costs in the receivership; that paragraph 3 of the Order of Her Majesty’s Court of Appeal of 29 April 2005 be set aside, and that the respondent do pay or cause to be paid to the appellants their costs incurred in relation to the issues before Her Majesty’s Court of Appeal on 7 July 2005 (on which judgment was given by Her Majesty’s Court of Appeal on 29 July 2005), the receiver’s costs of that hearing to be costs in the receivership; and that the amount of costs to be paid in respect of proceedings in Her Majesty’s Court of Appeal and in the High Court of Justice Queen’s Bench Division Administrative Court be determined by a Costs Judge if not agreed between the parties.
