10 Gambling (Geographical Distribution of Casino Premises Licences) Order 2007 Lord Davies of Oldham moved that the draft Order laid before the House on 1 March be approved. Then Lord Clement-Jones moved an amendment to the original motion to leave out all the words after that and insert this House, taking account of the 13th Report from the Merits of Statutory Instruments Committee, declines to approve the draft Order; considers it desirable that Lords be appointed to join with a Committee of the Commons as a Joint Committee to consider the process by which a decision was reached on which licensing authority should issue the regional casino premises licence and to report by 1 June 2007; and calls upon Her Majesty’s Government to take account of the recommendations of any such Joint Committee and to lay regulations including the licensing authorities as set out in the draft Order whose responsibility it is to issue the eight large and eight small casino premises licences. After debate, the amendment was agreed to (see division list). Then the original motion, as amended, was agreed to and a message was sent to the Commons.
11 Greater London Authority Bill Baroness Andrews moved that the bill be now read a second time. After debate, the motion was agreed to and the bill was committed to a Grand Committee.
12 Docking of Working Dogs’ Tails (England) Regulations 2007 Lord Rooker moved that the draft Regulations laid before the House on 8 February be approved. After debate, the motion was agreed to.
13 Mutilations (Permitted Procedures) (England) Regulations 2007 Lord Rooker moved that the draft Regulations laid before the House on 8 February be approved. The motion was agreed to.

7 West Tankers Inc (Respondents) v RAS Riunione Adriatica Di Sicurta SpA and others (Appellants) West Tankers Inc (Respondents) v RAS Riunione Adriatica Di Sicurta SpA and others (Appellants) Further to the Order of the House of 21 February 2007 (12th Report Session 2006-07 [2007] UKHL 4), the 24th Report from the Appellate Committee was agreed to and it was ordered that the following question be referred to the Court of Justice of the European Communities for a preliminary ruling under Article 234 of the Treaty establishing the European Community: Is it consistent with EC Regulation 44/2001 for a court of a Member State to make an order to restrain a person from commencing or continuing proceedings in another Member State on the ground that such proceedings are in breach of an arbitration agreement?; and that further consideration of the appeal be adjourned sine die.

Lord Clement-Jones moved an amendment to the motion to approve the draft Order to leave out all the words after that and insert this House, taking account of the 13th Report from the Merits of Statutory Instruments Committee, declines to approve the draft Order; considers it desirable that Lords be appointed to join with a Committee of the Commons as a Joint Committee to consider the process by which a decision was reached on which licensing authority should issue the regional casino premises licence and to report by 1 June 2007; and calls upon Her Majesty’s Government to take account of the recommendations of any such Joint Committee and to lay regulations including the licensing authorities as set out in the draft Order whose responsibility it is to issue the eight large and eight small casino premises licences.
