1 Lord Clement-Jones to move, as an amendment to the above motion, to leave out all the words after that and insert this House, taking account of the 13th Report from the Merits of Statutory Instruments Committee, declines to approve the draft Order; considers it desirable that Lords be appointed to join with a Committee of the Commons as a Joint Committee to consider the process by which a decision was reached on which licensing authority should issue the regional casino premises licence and to report by 1 June 2007; and calls upon Her Majesty’s Government to take account of the recommendations of any such Joint Committee and to lay regulations including the licensing authorities as set out in the draft Order whose responsibility it is to issue the eight large and eight small casino premises licences.
2 Baroness Golding to move, as an amendment to the motion in the name of Lord Davies of Oldham, at end to insert but this House regrets that the Casino Advisory Panel report did not acknowledge the importance which the Joint Committee on the draft Gambling Bill placed on the significance of destination casinos in helping to protect the young and vulnerable from problem gambling; regrets the haste with which the Government accepted the Panel’s report and laid the draft Order; and considers it desirable that Lords be appointed to join with a Committee of the Commons as a Joint Committee to consider the Panel’s report in detail before any decision is arrived at with regard to the issuing of casino premises licences.
3 Lord Mancroft to move, as an amendment to the motion in the name of Lord Davies of Oldham, at end to insert but this House regrets that the Casino Advisory Panel failed to take account of the reports of the Joint Committee on the draft Gambling Bill in respect of the need to ensure that regional casinos should be situated in areas so as to minimise the risks of adverse social consequences, and has chosen instead to recommend an area which is likely to increase the risk of adverse social consequences, and calls on Her Majesty’s Government to reject this advice.
4 Lord Walpole to move, as an amendment to the motion in the name of Lord Davies of Oldham, at end to insert but this House regrets that the Casino Advisory Panel did not give sufficient regard to the report of the Joint Committee on the draft Gambling Bill in the siting of regional or destination casinos; notes the 13th Report of the Merits of Statutory Instruments Committee; and calls on Her Majesty’s Government to consult a reconvened joint committee with a view to laying an amended Order.

Baroness Morgan of Drefelin moved that the draft Orders laid before the House on 30 January be approved en bloc. The motion was agreed to.
12 Northern Ireland Act 2000 (Modification) Order 2007 Lord Rooker moved that the draft Order laid before the House on 20 February be approved. The motion was agreed to.
13 Police (Northern Ireland) Act 2000 (Renewal of Temporary Provisions) Order 2007 Lord Rooker moved that the draft Order laid before the House on 29 January be approved. Then Lord Trimble moved an amendment to the original motion, to leave out all the words after that and insert this House, having regard to the changed circumstances which render reverse discrimination counter-productive, declines to approve the draft Order. After debate, the amendment was disagreed to (see division list). Then the original motion was agreed to.

17 Northern Ireland (St Andrews Agreement) (No. 2) Bill A bill to modify the effect of the Northern Ireland (St Andrews Agreement) Act 2006 was brought from the Commons and read a first time. Then, Standing Order 47 having been dispensed with, Lord Rooker moved that the bill be now read a second time. After debate, the motion was agreed to and the bill was committed to a Committee of the Whole House.
