Prayers were read by the Lord Bishop of Liverpool

1   Baroness Jeger The Lord Speaker informed the House that Baroness Jeger, a member of the House, had died on 26 February 2007.

Public Business

2   Airports: Stansted A question was asked by Baroness McIntosh of Hudnall and answered by Lord Bassam of Brighton.

3   Roads: non-United Kingdom drivers A question was asked by Lord Bradshaw and answered by Baroness Crawley.

4   Railways: passenger capacity A question was asked by Lord Corbett of Castle Vale and answered by Lord Bassam of Brighton.

5   Iran: United Nations sanctions A question was asked by Lord Blaker and answered by Lord Triesman.

6   Torture (Damages) Bill [HL] Lord Archer of Sandwell presented a bill to make provision for actions for damages for torture; and for connected purposes. It was read a first time and ordered to be printed. (HL Bill 49)

7   Pneumoconiosis etc. (Workers’ Compensation) (Payment of Claims) (Amendment) Regulations 2007 Baroness Morgan of Drefelin moved that the draft Regulations laid before the House on 22 January be approved. The motion was agreed to.

8   Guaranteed Minimum Pensions Increase Order 2007

9   Social Security Benefits Up-rating Order 2007

Lord Rooker, on behalf of Lord McKenzie of Luton, moved that the draft Orders laid before the House on 24 January be approved en bloc. The motion was agreed to.

10   Prevention of Terrorism Act 2005 (Continuance in force of sections 1 to 9) Order 2007 Baroness Scotland of Asthal moved that the draft Order laid before the House on 1 February be approved. Then Lord Dholakia moved, as an amendment to the original motion, at end to insert “but this House regrets that the Government has not replaced control orders with new measures to strengthen the ability of terror suspects to be prosecuted in court.” After debate, the amendment was disagreed to (see division list). Then the original motion was agreed to.

11   Welfare reform Lord McKenzie of Luton repeated a ministerial statement made in the House of Commons.

12   Planning-gain Supplement (Preparations) Bill Lord Davies of Oldham moved that the bill be now read a second time. The motion was agreed to and the Committee was negatived.

13   Financial Management and Fraud in the European Union (EUC Report) Lord Radice moved that this House takes note of the Report of the European Union Select Committee on Financial Management and Fraud in the European Union: Perceptions, Facts and Proposals (50th Report, Session 2005-06, HL Paper 270). After debate, the motion was agreed to.

The House adjourned at 9.40pm until Tuesday 6 March at 2.30pm.

2   H (FC) (Appellant) v Suffolk County Council (Respondents) (England) The appeal of H was presented and it was ordered that in accordance with Standing Order VI the statement and appendix thereto be lodged on or before 16 April. The appellant’s certificate of public funding was lodged.

3   R v M and others (Respondents) The petition of the Director of Public Prosecutions (on behalf of Her Majesty) praying for leave to appeal in accordance with the Criminal Appeal Act 1968 was presented and referred to an Appeal Committee.
