The House met at eleven o’clock.

PRAYERS were read by the Lord Bishop of Peterborough.

Judicial Business

1.  McGrath and another (as joint liquidators of HIH Casualty and General Insurance Limited, FAI General Insurance Company Limited, World Marine and General Insurances Pty Limited and FAI Insurances Limited, appointed by the Supreme Court of New South Wales) (Appellants) and others v. Riddell and others (Respondents) (as joint provisional liquidators of HIH Casualty and General Insurance Limited, FAI General Insurance Company Limited, World Marine and General Insurances Pty Limited and FAI Insurances Limited, appointed by the High Court of Justice of England and Wales) (England)—The appeal of Anthony McGrath and Christopher Honey was presented and it was ordered that in accordance with Standing Order VI the statement and appendix thereto be lodged on or before 8th December.

    7.    (i)  Closures Guidance (Railway Services in England and Wales) Order 2006—    (2836)

      (ii)  Closures Guidance (Railway Services in Scotland and England) Order 2006—    (2837)

      laid under the Railways Act 2005.

Public Business

4.  Emergency Workers (Obstruction) Bill—The order of commitment was discharged.

5.  Public Awareness of House of Lords Scrutiny (EUC Report)—It was moved by the Lord Grenfell that this House takes note of the Report of the European Union Committee on EU Legislation—Public Awareness of the Scrutiny Role of the House of Lords (32nd Report, HL Paper 179); after debate, the motion was agreed to.

6.  Young offenders: speech and language therapy—The Lord Ramsbotham asked Her Majesty’s Government whether they intend to introduce speech and language therapy into young offender institutions and secure training centres; after debate, the question was answered by the Baroness Scotland of Asthal.

The House was adjourned at thirteen minutes past three o’clock to Monday next, half-past two o’clock.
