1. Lord Crisp—Sir Edmund Nigel Ramsay Crisp, KCB, having been created Baron Crisp, of Eaglescliffe in the County of Durham, for life by Letters Patent dated 28th April 2006, was introduced between the Baroness Prashar and the Lord Adebowale, the Gentleman Usher of the Black Rod and Garter King of Arms preceding; and took and subscribed the oath pursuant to statute.
2. Lord Teverson—Robin Teverson, Esquire, having been created Baron Teverson, of Tregony in the County of Cornwall, for life by Letters Patent dated in the afternoon of 1st June 2006, was introduced between the Lord Wallace of Saltaire and the Lord Dholakia, the Gentleman Usher of the Black Rod and Garter King of Arms preceding; and took and subscribed the oath pursuant to statute.

3. Saber (AP) (Appellant) v. Secretary of State for the Home Department (Respondent) (Scotland)—The petition of the appellant praying that the time for lodging the statement and appendix and setting down the cause for hearing might be extended to 8th August or to the third sitting day after the next ensuing meeting of the House (the agents for the respondent consenting thereto) was presented; and it was ordered as prayed.

London Local Authorities and Transport for London Bill—The petitions against the bill from The Society of London Theatre and The Theatrical Management Association (No. 2), The Sir John Soane’s Museum (No. 3), The Honourable Society of Lincoln’s Inn (No. 4) and The Royal College of Surgeons of England (No. 5) were withdrawn. It was reported from the Select Committee that the locus standi of the petitioners Clive and Anna Wolman (No. 1) was disallowed and the bill was committed to an Unopposed Bill Committee.

It was reported by the Chairman of Committees that, in accordance with Private Business Standing Order 92 (Unopposed bill to be treated as opposed), any unopposed clauses of the bills should be considered by the Select Committee appointed on 22nd June 2006 to consider the bills.
Public Business
12. Administration and Works Committee—It was moved by the Chairman of Committees that the Baroness Hollis of Heigham be appointed a member of the Select Committee in the place of the Lord Dixon; the motion was agreed to.
13. National Minimum Wage Regulations 1999 (Amendment) Regulations 2006—It was moved by the Lord Rooker, on behalf of the Lord President (Baroness Amos), that the draft Regulations be referred to a Grand Committee; the motion was agreed to.
14. Education and Inspections Bill—It was moved by the Lord Adonis that it be an instruction to the Committee of the Whole House to which the Education and Inspections Bill has been committed that they consider the bill in the following order:

the motion was agreed to.15. Housing Corporation (Delegation) etc. Bill—It was moved by the Lord Davies of Oldham, on behalf of the Baroness Andrews, that the bill be committed to a Committee of the Whole House; the motion was agreed to.
16. Enterprise Act 2002 (Disqualification from Office: General) Order 2006—It was moved by the Lord Sainsbury of Turville that the draft Order laid before the House on 18th April be approved; the motion was agreed to.
17. Childcare Bill—The bill was read a third time; amendments were agreed to; amendments were disagreed to (see division lists 1 and 2); an amendment was moved and (by leave of the House) withdrawn; then the bill was passed and returned to the Commons with amendments.
18. Health Bill—The bill was further considered on report; amendments were agreed to; amendments were moved and (by leave of the House) withdrawn; an amendment was disagreed to (see division list 3); it was ordered that the bill be printed as amended. (HL Bill 130)
19. Children’s homes—The Earl of Listowel asked Her Majesty’s Government what is their strategy for children’s homes; after debate, the question was answered by the Lord Adonis.
