PRAYERS were read by the Lord Bishop of St Albans.
Judicial Business
1. Brooks (FC) (Respondent) v. Commissioner of Police for the Metropolis (Appellant) and others—Further to the Order of the House of 21st April 2005 (32nd Report, Session 2004-05 [2005] UKHL 24), it was ordered that the Order of the House of 21st April 2005 be varied so that for the words “That the respondent do pay to the appellant his costs in the Central London County Court, in the Court of Appeal and in this House; that the order for costs in the Central London County Court be not enforced without the permission of that Court; and that the amounts of the costs in the Court of Appeal and in this House, if any, to be paid by the respondent and to be paid out of the Community Legal Service Fund be determined by a Costs Judge for those costs incurred in the Court of Appeal and certified by the Clerk of the Parliaments for those incurred in this House in accordance with section 11 of the Access to Justice Act 1999 and regulation 5(2) of the Community Legal Service (Costs Protection) Regulations 2000” there be substituted the words “That the appellant do pay the respondent’s reasonable costs of the claim on the standard basis if not agreed, such costs to be assessed by a Costs Judge for those costs incurred in the County Court and the Court of Appeal and taxed by the Clerk of the Parliaments for those costs incurred in this House: And it is further Ordered, That, for the avoidance of doubt, such costs shall be the costs of the claim notwithstanding any orders of the court to the contrary effect and shall include the costs incurred in connection with the parties’ appeals, and cross-appeals, to the Court of Appeal and to this House, and shall also include any additional reasonable solicitor-client costs of the respondent of the type commonly borne by the Legal Services Commission: And it is also further Ordered, That the respondent’s costs be assessed in accordance with the Community Legal Service (Costs) Regulations 2000”.
2. Mando (FC) (Petitioner) and 4 v. Secretary of State for the Home Department (Respondent)—The petition of Fidelis Mando praying for leave to appeal was presented and referred to an Appeal Committee. The petitioner’s certificate of public funding was lodged.
3. Appeal Committee—The 95th Report from the Appeal Committee was agreed to and the following Order was made—
Armstrong and others (Petitioners) v. Newcastle upon Tyne NHS Hospitals Trust (Respondents)—That the respondents be invited to lodge objections by 18th May.

2. Accounts for 2003-04 of the Northern Ireland Social Security Agency Social Fund, laid under the Northern Ireland Act 2000;
3. Report and Accounts for 2004 of CITB-Construction Skills, laid under the Industrial Training Act 1982.
Public Business
7. Business of the House—It was moved by the Lord Rooker, on behalf of the Lord President (Baroness Amos), that Standing Order 47 (No two stages of a Bill to be taken on one day) be dispensed with on Monday 8th May to allow the Northern Ireland Bill to be taken through its remaining stages that day; the motion was agreed to.
8. Business of the House—It was moved by the Lord Rooker, on behalf of the Lord President (Baroness Amos), that the debate on the motion in the name of the Lord Turnbull set down for today shall be limited to 3 hours and that in the name of the Viscount Montgomery of Alamein to 2½ hours; the motion was agreed to.
9. Company Law Reform Bill—It was moved by the Lord McKenzie of Luton, on behalf of the Lord Sainsbury of Turville, that the amendments for the Report stage be marshalled and considered in the following order:

11. Latin America (2½-hour debate)—It was moved by the Viscount Montgomery of Alamein that there be laid before the House papers relating to recent developments in Latin America; after debate, the motion was (by leave of the House) withdrawn.
12. Parkinson’s disease—The Baroness Gale asked Her Majesty’s Government what further measures they are taking to assist people with Parkinson’s disease and their carers; after debate, the question was answered by the Lord Warner.
13. Childcare Bill—The bill was reported from the Grand Committee without amendment.
