It was moved by the Lord Rooker that the draft Orders laid before the House on 8th, 13th and 15th March be approved en bloc; the motion was agreed to.
11. Animal Welfare BillIt was moved by the Baroness Farrington of Ribbleton, on behalf of the Lord Bach, that it be an instruction to the Grand Committee to which the Animal Welfare Bill has been committed that they consider the bill in the following order:

the motion was agreed to.12. Violent Crime Reduction BillThe House resolved itself into a Committee upon the bill; amendments were moved and (by leave of the Committee) withdrawn; amendments were agreed to; an amendment was disagreed to (see division list 1); the House was resumed.
13. Local Government (Boundaries) (Northern Ireland) Order 2006It was moved by the Lord Rooker that the draft Order laid before the House on 22nd March be approved; then it was moved by the Lord Smith of Clifton, as an amendment thereto, at end to insert but this House regrets that the arrangements proposed for seven councils will not provide sufficient local identity, engagement, accountability for decisions or accessibility of the public to political representatives, as expressed by the majority of parties in Northern Ireland and the Northern Ireland Local Government Association; after debate, the amendment was disagreed to (see division list 2); then the original motion was agreed to.
14. Violent Crime Reduction BillThe House again resolved itself into a Committee upon the bill; amendments were moved and (by leave of the Committee) withdrawn; an amendment was disagreed to (see division list 3); the House was resumed after amendment 79.
