The House met at three o’clock.

PRAYERS were read by the Lord Bishop of Worcester.

Papers

1.  Command Paper—The following paper, having been presented to the House by command of Her Majesty, was ordered to lie on the Table:

    Defence—Minute from the Ministry of Defence concerning the gifting of military equipment to Iraq.    (—)

2.  Affirmative Instrument—The following instrument was laid before the House for approval by resolution and ordered to lie on the Table:

    Draft Planning (Application to the Houses of Parliament) Order 2006, laid under the Town and Country Planning Act 1990, together with an Explanatory Memorandum.

3.  Negative Instruments—The following instruments were laid before the House and ordered to lie on the Table:

    1.  Fire and Rescue Services (National Framework) (England) Order 2006, laid under the Fire and Rescue Services Act 2004;  (1084)

    2.  (i)  Olympics and Paralympics Association Rights (Appointment of Proprietors) Order 2006—  (1119)

      (ii)  Paralympics Association Right (Paralympic Symbol) Order 2006—  (1120)

      laid under the Olympic Symbol etc. (Protection) Act 1995.

Select Committee Report

4.  Human Rights—The 17th Report of the Joint Committee, Legislative Scrutiny: Eighth Progress Report, together with an Appendix, was made and ordered to be printed. (HL Paper 164)

Private Business

5.  HBOS Group Reorganisation Bill—The bill was brought from the Commons, read a first time and referred to the Examiners.

Public Business

6.  Government of Wales Bill—The House resolved itself into a Committee upon the bill; amendments were moved and (by leave of the Committee) withdrawn; amendments were agreed to; an amendment was agreed to (see division list); the House was resumed.

7.  Deepcut Barracks—The Lord Ashley of Stoke asked Her Majesty’s Government what action they propose to take about the deaths of soldiers at Deepcut Barracks in light of the report by Mr Nicholas Blake QC; after debate, the question was answered by the Lord Drayson.

The House was adjourned during pleasure.The House was resumed.

8.  Government of Wales Bill—The House again resolved itself into a Committee upon the bill; amendments were moved and (by leave of the Committee) withdrawn; an amendment was agreed to; the House was resumed after clause 32 stood part.

The House was adjourned at sixteen minutes past ten o’clock

till tomorrow, eleven o’clock.

APPENDIX

PROCEEDINGS OF THE GRAND COMMITTEE (IN THE MOSES ROOM)

The Committee met at a quarter before four o’clock.

Childcare Bill—The bill was considered in the Grand Committee; amendments were moved and (by leave of the Committee) withdrawn; the Committee was adjourned after amendment 13.
