The House met at half-past two o’clock.

PRAYERS were read by the Lord Bishop of Chelmsford.

Judicial Business

1.  Al-Skeini and others (Appellants) v. Secretary of State for Defence (Respondent) (England)—The appeal of Mazin Jum’aa Gatteh Al-Skeini, Fattema Zabun Dahesh, Hameed Abdul Rida Awaid Kareem, Fadil Fayay Muzban, Nuzha Habib Yaaqub Ubaid Al Rayahi and Daoud Mousa was presented and it was ordered that in accordance with Standing Order VI the statement and appendix thereto be lodged on or before 1st May.

2.  Holden (Her Majesty’s Inspector of Taxes) (Petitioner) v. Wood and another (Respondents)—The petition of Louise Holden praying for leave to appeal was presented and referred to an Appeal Committee.

3.  R (on the application of Branch) (Petitioner) v. General Medical Council and others (Respondents)—The petition of Joel Branch praying for leave to appeal in accordance with the Administration of Justice Act 1960 was presented and referred to an Appeal Committee.

4.  Stack (Appellant) v. Dowden (Respondent)—The appeal was set down for hearing and referred to an Appellate Committee.

Public Business

8.  National Insurance Contributions Bill—The Queen’s consent was signified; the bill was read a third time and passed.

9.  Identity Cards Bill—The Commons amendments were considered; a motion to not insist on Lords amendments to which the Commons have insisted on their disagreement, to disagree with Commons amendments in lieu but to propose Lords amendments in lieu was agreed to (see division list 1); the bill was returned to the Commons with amendments.

10.  Natural Environment and Rural Communities Bill—The bill was further considered on report; amendments were moved and (by leave of the House) withdrawn; amendments were agreed to; an amendment was agreed to (see division list 2); an amendment was disagreed to (see division list 3); further consideration on report was adjourned.

11.  Information Sharing Index (England) Regulations 2006—It was moved by the Lord Adonis that the draft Regulations laid before the House on 2nd March be approved; after debate, the motion was agreed to.

12.  Courts Act 2003 (Consequential Amendment) Order 2006—It was moved by the Lord Evans of Temple Guiting that the draft Order laid before the House on 6th February be approved; the motion was agreed to.

13.  Lord Chancellor (Transfer of Functions and Supplementary Provisions) (No. 2) Order 2006—It was moved by the Lord Evans of Temple Guiting that the draft Order laid before the House on 1st March be approved; after debate, the motion was agreed to.

The House was adjourned during pleasure.The House was resumed.

14.  Natural Environment and Rural Communities Bill—The bill was further considered on report; amendments were moved and (by leave of the House) withdrawn; amendments were agreed to; it was ordered that the bill be printed as amended. (HL Bill 91)

APPENDIX

    Company Law Reform Bill [HL]—The bill was further considered in the Grand Committee; amendments were agreed to; amendments were moved and (by leave of the Committee) withdrawn; the questions that certain clauses stand part of the bill were negatived; the Committee was adjourned after clause 616 stood part.
