Judicial Business

1.  R (on the application of Laporte) (FC) (Original Appellant and Cross-respondent) v. Chief Constable of Gloucestershire (Original Respondent and Cross-appellant)—The petition of the National Council for Civil Liberties praying for leave to intervene in the said appeal was presented and referred to an Appeal Committee.

2.  Mainstream Properties Limited (Appellants) v. Young and others and another (Respondent)—The appeal was set down for hearing and referred to an Appellate Committee.

3.  Instrument withdrawn—The following instrument, laid before the House on 1st March was withdrawn:

    Draft Terrorism Act 2000 (Revised Code of Practice for the Identification of Persons by Police Officers) (Northern Ireland) Order 2006.

4.  Affirmative Instrument—The following instrument was laid before the House for approval by resolution and ordered to lie on the Table:

6.  Paper not subject to parliamentary proceedings—The following paper was laid before the House and ordered to lie on the Table:

    Departmental Minute from the Department for Culture, Media And Sport concerning the Appointment of a Board Member of the British Tourist Authority, laid under the Development of Tourism Act 1969.

Select Committee Reports

7.  Statutory Instruments—The 21st Report from the Joint Committee was made on certain statutory instruments, including the following affirmative instruments:

      Draft Communications Act 2003 (Maximum Penalty for Persistent Misuse of Network or Service) Order 2006;

      Draft Employment Equality (Age) Regulations 2006;

      Draft International Organisations (Immunities and Privileges) Miscellaneous Provisions Order 2006;

      Draft Lord Chancellor (Transfer of Functions and Supplementary Provisions) (No.2) Order 2006;

    it was ordered that the Report be printed. (HL Paper 147)

Public Business

8.  Animal Welfare Bill—A bill to make provision about animal welfare; and for connected purposes was brought from the Commons, read a first time and ordered to be printed. (HL Bill 88)

9.  Animal Welfare Bill—It was ordered that the Explanatory Notes relating to the bill be printed. (HL Bill 88-EN)

10.  Business of the House—It was moved by the Lord President (Baroness Amos) that the 2nd Report of the Select Committee on the BBC Charter Review (2nd Report, HL Paper 128) be referred to a Grand Committee; the motion was agreed to.

11.  Identity Cards Bill—The Commons amendment was considered; a motion to insist on the Lords amendments and to disagree with the Commons amendment in lieu was agreed to (see division list 1); a Committee was appointed to propose a reason for insistence on Lords amendments and disagreement with the Commons amendment in lieu.

    The Lords following were named of the Committee:

      Anelay of St Johns, B.

      Phillips of Sudbury, L.

      Scotland of Asthal, B.

    The Committee reported that they had proposed the following reason in respect of the insistence on Lords amendments 16 and 22, and in respect of the disagreement to Commons Amendment 22C in lieu—

      “Because the Lords consider it inappropriate that a person applying for a designated document be required at the same time to apply to be entered in the Register and to have an ID card issued to him”;

    The Report was agreed to; then the bill was returned to the Commons with the reason.

12.  Natural Environment and Rural Communities Bill—The report was received; an amendment was disagreed to (see division list 2); amendments were moved and (by leave of the House) withdrawn; amendments were agreed to; further consideration on report was adjourned.

1.  13.  Uganda—The Baroness Northover asked Her Majesty’s Government what coordination there is through the international community to resolve the conflict in northern Uganda; after debate, the question was answered by the Lord Triesman.

14.  Natural Environment and Rural Communities Bill—The bill was further considered on report; amendments were moved and (by leave of the House) withdrawn; amendments were agreed to; further consideration on report was adjourned after amendment 127.

The House was adjourned at one minute before eleven o’clock

APPENDIX

PROCEEDINGS OF THE GRAND COMMITTEE (IN THE MOSES ROOM)

The Committee met at a quarter before four o’clock.

    Company Law Reform Bill [HL]—The bill was further considered in the Grand Committee; amendments were moved and (by leave of the Committee) withdrawn; the question that a clause stand part of the bill was negatived; amendments were agreed to; the Committee was adjourned after clause 558 stood part.
