The House met at eleven o’clock.

PRAYERS were read by the Lord Bishop of Southwell and Nottingham.

1.  Negative Instruments—The following instruments were laid before the House and ordered to lie on the Table:

    1.  Transmissible Spongiform Encephalopathies Regulations 2006, laid under the European Communities Act;    (68)

    2.    (i)  Rules of the Supreme Court (Northern Ireland) (Amendment) 2006—    (—)

      (ii)  Criminal Appeal (Retrial for Serious Offences) (Amendment) Rules (Northern Ireland) 2006—  (—)

      (iii)  Criminal Appeal (Prosecution Appeals) (Amendment) Rules (Northern Ireland) 2006—  (—)

      laid under the Judicature (Northern Ireland) Act 1978.

Public Business

2.  Influenza Pandemic (S&T Report)—It was moved by the Lord Broers that this House takes note of the Report of the Science and Technology Committee on Pandemic Influenza (4th Report, HL Paper 88); after debate, the motion was agreed to.

3.  National Lottery Bill—A bill to make provision about the National Lottery was brought from the Commons, read a first time and ordered to be printed. (HL Bill 67)

4.  National Lottery Bill—It was ordered that the Explanatory Notes relating to the bill be printed. (HL Bill 67-EN)

5.  Transport: South West England—The Baroness Dean of Thornton-le-Fylde asked Her Majesty’s Government what emphasis they place on transport infrastructure in the economic development and social cohesion of the South West counties of England; after debate, the question was answered by the Lord Davies of Oldham.

The House was adjourned at four minutes before three o’clock

to Monday next, half-past two o’clock.
