The House met at half-past two o’clock.

PRAYERS were read by the Lord Bishop of Oxford.

Papers

1.  Command Paper—The following paper, having been presented to the House by command of Her Majesty, was ordered to lie on the Table:

    Finance—Treasury Minutes on the Fourth, Ninth and Twelfth Reports from the Committee of Public Accounts.    (6728)

2.  Statutory Instrument (Standing Order 71)—The following negative instrument having been laid before the House on 13th January was ordered to lie on the Table:

    Non-Road Mobile Machinery (Emission of Gaseous and Particulate Pollutants) (Amendment) Regulations 2006, laid under the European Communities Act 1972.    (29)

3.  Negative Instruments—The following instruments were laid before the House and ordered to lie on the Table:

    1.    (i)  Freedom of Information (Additional Public Authorities) Order 2005—    (3593)

      (ii)  Freedom of Information (Removal of References to Public Authorities) Order 2005—  (3594)

      laid under the Freedom of Information Act 2000;

    2.  Register of Judgments, Orders and Fines Regulations 2005, laid under the Courts Act 2003;    (3595)

    3.  Occupational Pension Schemes (Transfer Values etc.) (Coal Staff and Mineworkers’ Schemes) (Amendment) Regulations 2006, laid under the Pension Schemes Act 1993.       (34)

Select Committee Report

4.  Human Rights—The 7th Report of the Joint Committee, Legislative Scrutiny: Fourth Progress Report, together with an Appendix, was made and ordered to be printed. (HL Paper 98)

Public Business

5.  Police (Northern Ireland) Bill [HL]—A bill to make provision about the composition of the police force in Northern Ireland was presented by the Lord Laird, read a first time and ordered to be printed. (HL Bill 59)

6.  Dynamic Demand Appliances Bill [HL]—A bill to make provision about dynamic demand appliances was presented by the Lord Redesdale, read a first time and ordered to be printed. (HL Bill 60)

7.  Tax Law Rewrite Bills—It was moved by the Chairman of Committees that the Lord Newton of Braintree be appointed a member of the Select Committee in the place of the Lord Howe of Aberavon; the motion was agreed to.

8.  Works of Art—It was moved by the Chairman of Committees that the Baroness Hilton of Eggardon be appointed a member of the Select Committee in the place of the Viscount Chandos; the motion was agreed to.

9.  National Insurance Contributions Bill—It was moved by the Lord McKenzie of Luton that the bill be committed to a Grand Committee; the motion was agreed to.

10.  Council Tax (New Valuation Lists for England) Bill—It was moved by the Lord Bassam of Brighton, on behalf of the Baroness Andrews, that the bill be committed to a Grand Committee; the motion was agreed to.

11.  Identity Cards Bill—The report was received; amendments were agreed to (see division lists 1 to 3); amendments were moved and (by leave of the House) withdrawn; an amendment was agreed to; further consideration on report was adjourned.

12.  Rail travel—The Lord Faulkner of Worcester asked Her Majesty’s Government what steps they are taking to provide capacity to match the increased demand for rail travel; after debate, the question was answered by the Lord Davies of Oldham.

13.  Identity Cards Bill—The bill was further considered on report; amendments were moved and (by leave of the House) withdrawn; amendments were agreed to; further consideration on report was adjourned after amendment 33.

The House was adjourned at fourteen minutes past ten o’clock

till tomorrow, half-past two o’clock.

The Committee met at half-past three o’clock.
