    The appeals were set down for hearing and referred to an Appellate Committee.

5.  Affirmative Instruments—The following instruments were laid before the House for approval by resolution and ordered to lie on the Table:

    1.  Draft Information and Consultation of Employees (Amendment) Regulations 2006, laid under the Employment Relations Act 2004, together with an Explanatory Memorandum;

    2.  Draft Occupational and Personal Pension Schemes (Consultation by Employers and Miscellaneous Amendment) Regulations 2006, laid under the Pensions Act 2004, together with an Explanatory Memorandum.

6.  Negative Instruments—The following instruments were laid before the House and ordered to lie on the Table:

    1.  Occupational Pension Schemes (Consultation by Employers) (Modification for Multi-employer Schemes) Regulations 2006, laid under the Pensions Act 2004;    (16)

    2.  Occupational Pension Schemes (Early Leavers: Cash Transfer Sums and Contribution Refunds) Regulations 2006, laid under the Pension Schemes Act 1993;    (33)

    3.  Financial Markets and Insolvency (Settlement Finality) (Amendment) Regulations 2006, laid under the European Communities Act 1972.    (50)

7.  Paper not subject to parliamentary proceedings—The following paper was laid before the House and ordered to lie on the Table:

    Report and Accounts for 2004-05 of Criminal Justice Inspection Northern Ireland, laid under the Justice (Northern Ireland) Act 2002.

Public Business

8.  Electoral Administration Bill—A bill to make provision in relation to the registration of electors and the keeping of electoral registration information; standing for election; the administration and conduct of elections and referendums; and the regulation of political parties was brought from the Commons, read a first time and ordered to be printed. (HL Bill 58)

9.  Electoral Administration Bill—It was ordered that the Explanatory Notes relating to the bill be printed. (HL Bill 58-EN)

10.  Royal Mail (Balloted debate)—It was moved by the Lord Clarke of Hampstead that there be laid before the House papers relating to the case for a Government policy towards the Royal Mail which best reflects the national interest in all respects; after debate, the motion was (by leave of the House) withdrawn.

11.  Terrorism (Northern Ireland) Bill—The bill was reported from the Grand Committee without amendment.

12.  National Offender Management Service (Balloted debate)—It was moved by the Baroness Gibson of Market Rasen that there be laid before the House papers relating to the impact of the National Offender Management Service on the Criminal Justice System; after debate, the motion was (by leave of the House) withdrawn.

13.  Transport for London (Best Value) (Contracting Out of Investment and Highway Functions) Order 2005—It was moved by the Lord Bassam of Brighton that the draft Order laid before the House on 16th November be approved; after debate, the motion was agreed to.

14.  European Union: Belarus, Moldova and Ukraine—The Lord Ponsonby of Shulbrede asked Her Majesty’s Government what is their policy towards developments in the European Union’s relations with Belarus, Moldova and Ukraine; after debate, the question was answered by the Baroness Royall of Blaisdon.

The House was adjourned at twenty minutes before seven o’clock

APPENDIX

PROCEEDINGS OF THE GRAND COMMITTEE (IN THE MOSES ROOM)

The Committee met at two o’clock.

    Terrorism (Northern Ireland) Bill—The bill was considered in the Grand Committee; an amendment was moved and (by leave of the Committee) withdrawn; it was ordered that the bill be reported without amendment.
