The House met at half-past two o’clock.

PRAYERS were read by the Lord Bishop of Leicester.

1.  Lord Bilston—Dennis Turner Esquire, having been created Baron Bilston, of Bilston in the County of West Midlands, for life by Letters Patent dated in the afternoon of 20th June 2005, was introduced between the Lord Evans of Parkside and the Lord Grocott, the Gentleman Usher of the Black Rod and Garter King of Arms preceding; and took and subscribed the oath pursuant to statute.

2.  Lord Moonie—Lewis George Moonie Esquire, having been created Baron Moonie, of Bennochy in Fife, for life by Letters Patent dated in the forenoon of 22nd June 2005, was introduced between the Baroness Goudie and the Lord Elder, the Gentleman Usher of the Black Rod and Garter King of Arms preceding; and made and subscribed the solemn affirmation pursuant to statute.

3.  Adlem (Petitioner) v. I N Newman Limited (Respondents)—The petition of Richard Thomas Adlem praying for leave to appeal was presented and referred to an Appeal Committee.

Private Business

12.  London Local Authorities Bill [HL]—It was moved by the Lord Jenkin of Roding that the bill be now read a second time; after debate, the motion was agreed to and the bill was committed to a Select Committee.

13.  London Local Authorities Bill [HL]—The petition against the bill from the Commonwealth War Graves Commission (No.5) was withdrawn.

Public Business

14.  Consolidated Fund (Appropriation) Bill—A bill to authorise the use of resources for the service of the year ending with 31st March 2006 and to apply certain sums out of the Consolidated Fund to the service of the year ending 31st March 2006; to appropriate the supply authorised in this Session of Parliament for the service of the year ending with 31st March 2006; and to repeal certain Consolidated Fund and Appropriation Acts was brought from the Commons endorsed with a certificate of the Speaker that the bill is a money bill, and read a first time.

15.  Fishery Limits (United Kingdom) Bill [HL]—The order of commitment was discharged.

16.  Borough Freedom (Family Succession) Bill [HL]—It was moved by the Lord Graham of Edmonton that the bill be now read as second time; after debate, the motion was agreed to and the bill was committed to a Committee of the Whole House.

17.  Cyprus: Annan Plan—The Lord Maginnis of Drumglass asked Her Majesty’s Government whether, following the Annan Plan referendum, they have met their obligation towards the restoration of full international human rights to the citizens of the Turkish Republic of Northern Cyprus; after debate, the question was answered by the Baroness Royall of Blaisdon.

18.  Parenting—The Baroness Massey of Darwen asked Her Majesty’s Government what strategies they are developing to encourage effective parenting; after debate, the question was answered by the Lord Adonis.
