The House met at half-past two o’clock.

PRAYERS were read by the Lord Bishop of Salisbury.

Judicial Business

1.  N (Kenya) (FC) (Petitioner) v. Secretary of State for the Home Department (Respondent)—The petition of N praying for leave to appeal was presented and referred to an Appeal Committee. The petitioner’s certificate of public funding was lodged.

5.  Merits of Statutory Instruments—The following report from the Select Committee was made and ordered to be printed:

6.  Statutory Instruments—The 2nd Report from the Joint Committee was made on certain statutory instruments, including the following affirmative instrument:

      Draft Non-Domestic Rating (Chargeable Amounts) (England) Regulations 2004;

    it was ordered that the Report be printed. (HL Paper 11)

Public Business

7.  Information—It was moved by the Chairman of Committees that a Select Committee be appointed to consider information and communications services, including the Library and the Parliamentary Archives, within financial limits approved by the House Committee;

    That, as proposed by the Committee of Selection, the following Lords be named of the Committee:

9.  Parliamentary Broadcasting Unit Limited (PARBUL)—It was moved by the Chairman of Committees that, as proposed by the Committee of Selection, the following Lords be named as members of the Parliamentary Broadcasting Unit Limited (PARBUL):

the motion was agreed to.

11.  Constitutional Reform Bill [HL]—The report was received; amendments were moved and (by leave of the House) withdrawn; amendments were agreed to (see division lists 1 and 2); an amendment was disagreed to (see division list 3); amendments were agreed to; further consideration on report was adjourned.

12.  Borough Freedom (Family Succession) Bill [HL]—It was moved by the Lord Graham of Edmonton that the bill be now read a second time; after debate, the motion was agreed to and the bill was committed to a Committee of the Whole House.

13.  Constitutional Reform Bill [HL]—The bill was further considered on report; amendments were moved and (by leave of the House) withdrawn; amendments were agreed to; further consideration on report was adjourned after amendment 35.

The House was adjourned at seventeen minutes before ten o’clock

till tomorrow, half-past two o’clock.
