The House met at a quarter before ten o’clock.

PRAYERS were read by the Lord Bishop of St Albans.

Judicial Business

1.  Three Rivers District Council and others (Respondents) v. Governor and Company of the Bank of England (Appellants) (2004)—It was moved by the Lord Scott of Foscote, That the 57th Report from the Appellate Committee be agreed to; the motion was agreed to. It was ordered and adjudged that the Order of the Court of Appeal of 1st March 2004 and the declaration and Order of Mr Justice Tomlinson of 10th November 2003 be set aside; and that the question of costs be adjourned in order that the parties may make written submissions within 14 days. [2004] UKHL 48

2.  London Diocesan Fund and others and others (Respondents) v. Avonridge Property Company Limited (Petitioners)—The petition of Avonridge Property Company Limited praying for leave to appeal was presented and referred to an Appeal Committee.

3.  R v. Z (Appellant) (Northern Ireland) (On Appeal from the Court of Appeal Northern Ireland)—The appeal of Z was presented and ordered to be prosecuted subject to the procedures applicable thereto.

4.  Sharma (Applicant) v. Immigration Appeal Tribunal (Respondents)—The application of Sunil Raj Sharma for permission to appeal was referred to an Appeal Committee.

5.  Akunyili (Applicant) v. Hodge Jones & Allen (Respondents)—The application of Raphael Chukwuemeka Akunyili for permission to appeal was referred to an Appeal Committee.

6.  Appeal Committee—The 120th Report from the Appeal Committee was agreed to and the following Orders were made—

    University of Southampton and another (Respondents) v. Mohtasham (Applicant)—That permission to appeal be refused because the application is inadmissible.

    R (on the application of Dunne) (Applicant) v. Warwickshire Magistrates’ Court (Respondents)—That permission to appeal be refused because the application is inadmissible.

    R (on the application of Michael) (Applicant) v. Bromley Magistrates’ Court and others (Respondents)—That permission to appeal be refused because the application is inadmissible.

The House was adjourned during pleasure.The House was resumed.

7.  Command Paper—The following paper was presented to the House by command of Her Majesty and ordered to lie on the Table:

8.  Affirmative Instrument—The following instrument was laid before the House for approval by resolution and ordered to lie on the Table:

Public Business

11.  Hunting Bill—The report was received; an amendment was disagreed to (see division list 1); an amendment was moved and (by leave of the House) withdrawn; an amendment was agreed to (see division list 2); amendments were agreed to; it was ordered that the bill be printed as amended. (HL Bill 129)

12.  Constitutional Reform Bill [HL]—The House again resolved itself into a Committee (on recommitment) upon the bill; amendments were moved and (by leave of the Committee) withdrawn; amendments were agreed to; the House was resumed and the bill was reported with amendments; it was ordered that the bill be printed as amended. (HL Bill 130)

The House was adjourned at eleven minutes past five o’clock
