The House met at eleven o’clock.

2.  Affirmative Instruments—The following instruments were laid before the House for approval by resolution and ordered to lie on the Table:

    1.  Draft Damages (Variation of Periodical Payments) Order 2004, laid under the Damages Act 1996, together with an Explanatory Memorandum;

    2.  Draft Agency for International Trade Information and Co-operation (Legal Capacities) Order 2004, laid under the International Organisations Act 1968, together with an Explanatory Memorandum.

Public Business

5.  Hunting Bill—A bill to make provision about hunting wild mammals with dogs, to prohibit hare coursing, and for connected purposes was brought from the Commons, endorsed with the Certificate from the Speaker (pursuant to the Parliament Acts 1911 and 1949) that the bill as compared with the Hunting Bill of last session contains only such alterations as are necessary owing to the time which has elapsed since the date of that bill; the bill was read a first time and ordered to be printed. (HL Bill 112)

6.  Hunting Bill—A suggested amendment was brought from the Commons pursuant to section 2(4) of the Parliament Act 1911, and ordered to be printed. (HL Bill 113)

7.  Hunting Bill—It was ordered that the Explanatory Notes relating to the bill be printed. (HL Bill 112-EN)

8.  Housing Bill—The House again resolved itself into a Committee upon the bill; amendments were agreed to; amendments were moved (and by leave of the Committee) withdrawn; the House was resumed.

9.  Business Improvement Districts (England) Regulations 2004—It was moved by the Lord Rooker that the draft Regulations laid before the House on 7th September be approved; after debate, the motion was agreed to.

10.  Student Fees (Approved Plans) (England) Regulations 2004—It was moved by the Lord Filkin that the draft Regulations laid before the House on 7th September be approved; after debate, the motion was agreed to.

11.  Regulatory Reform (Local Commissioner for Wales) Order 2004—It was moved by the Baroness Farrington of Ribbleton that the draft Regulatory Reform Order laid before the House on 24th June be approved; after debate, the motion was agreed to.

The House was adjourned during pleasure.The House was resumed.

12.  Housing Bill—The House again resolved itself into a Committee upon the bill; amendments were agreed to; amendments were moved and (by leave of the Committee) withdrawn; the House was resumed and the bill was reported with amendments; it was ordered that the bill be printed as amended. 1.  13.  Employment Relations Bill—The bill was returned from the Commons with the amendments agreed to.

14.  Royal Assent—The Lord Speaker (Lord Lyell) notified the Queen’s Assent to the following Acts:

Employment Relations Actc. 24

The House was adjourned at eighteen minutes before eight o’clock

APPENDIX

PROCEEDINGS OF THE GRAND COMMITTEE (IN THE MOSES ROOM)

The Committee met at two o’clock.

    Human Tissue Bill—The bill was further considered in the Grand Committee; an amendment was agreed to; amendments were moved and (by leave of the Committee) withdrawn; the Committee was adjourned after clause 26 stood part.
