MINUTES OF PROCEEDINGS

The House met at half-past two o’clock.
PRAYERS were read by the Lord Bishop of Newcastle.
1. Lord George—The Right Honourable Sir Edward Alan John George, GBE, having been created Baron George, of St Tudy in the County of Cornwall, for life by Letters Patent dated in the afternoon of 29th June 2004, was introduced between the Lord Richardson of Duntisbourne and the Lord Kingsdown, the Gentleman Usher of the Black Rod and Garter King of Arms preceding; and took and subscribed the oath pursuant to statute.
2. Lord Kerr of Kinlochard—Sir John Olav Kerr, GCMG, having been created Baron Kerr of Kinlochard, of Kinlochard in Perth and Kinross, for life by Letters Patent dated in the afternoon of 30th June 2004, was introduced between the Baroness Scotland of Asthal and the Lord Williamson of Horton, the Gentleman Usher of the Black Rod and Garter King of Arms preceding; and took and subscribed the oath pursuant to statute.

3. Affirmative Instrument—The following instrument was laid before the House for approval by resolution and ordered to lie on the Table:
Draft Primary Medical Services (Northern Ireland) Order 2004 (Consequential Amendments) Order 2004, laid under the Northern Ireland Act 1998, together with an Explanatory Memorandum.
4. Negative Instruments—The following instruments were laid before the House and ordered to lie on the Table:
1. Road Traffic (Permitted Parking Area and Special Parking Area) (County of Worcestershire) (District of Wychavon) Order 2004, laid under the Road Traffic Act 1991; (2263)
2. Protection of Wrecks (Designation) (England) Order 2004, laid under the Protection of Wrecks Act 1973. (2395)
5. Papers not subject to parliamentary proceedings—The following papers were laid before the House and ordered to lie on the Table:
1. Report and Accounts for 2003-04 of The Public Lending Right Scheme, laid under the Public Lending Right Act 1979;
2. Fifth Quinquennial Report of the Managers of the European Parliament (United Kingdom Representatives) Pensions Scheme, laid under the European Parliament (Pay and Pensions) Act 1979.

6. Merits of Statutory Instruments—The following report from the Select Committee was made and ordered to be printed:
18th Report, on the following negative instruments:
Rail Vehicle Accessibility (South West Trains Class 458 Vehicles) Exemption (Amendment) Order 2004;
Rail Vehicle Accessibility (Gatwick Express Class 460 Vehicles) Exemption (Amendment) Order 2004;

7. European Union—The following Reports from the Select Committee were made and ordered to be printed:
Government Responses; (26th Report-HL Paper 164)
Sexual Equality in Access to Goods and Services, together with the Minutes of Evidence; (27th Report-HL Paper 165)
Evidence by the Ambassador of the Netherlands on the Dutch Presidency, together with the Minutes of Evidence. (28th Report-HL Paper 166)
8. Statutory Instruments—The 28th Report from the Joint Committee was made on certain statutory instruments, including the following affirmative instrument:
Draft Local Authorities (Indemnities for Members and Officers) Order 2004;
it was ordered that the Report be printed. (HL Paper 168)
Public Business
9. Procedure of the House—It was moved by the Chairman of Committees that the Viscount Bledisloe be appointed a member of the Select Committee in the place of the Lord Chalfont; the motion was agreed to.
10. Mental Health—It was moved by the Chairman of Committees that the Lord Mayhew of Twysden be appointed a member of the Select Committee in the place of the Baroness Fookes; the motion was agreed to.
11. Employment Relations Bill—It was ordered that a message be sent to the Commons to request the return of the bill because Lords amendment No. 11 was incorrect.
12. Horserace Betting and Olympic Lottery Bill—The bill was read a third time; amendments were disagreed to (see division lists 1 and 2); amendments were moved and (by leave of the House) withdrawn; then the bill was passed and returned to the Commons with amendments.
13. Employment Relations Bill—The bill was returned from the Commons pursuant to the Lords message of earlier this day; the amendment was corrected accordingly and the bill was returned to the Commons.
14. Housing Bill—The House again resolved itself into a Committee upon the bill; amendments were moved and (by leave of the Committee) withdrawn; amendments were agreed to; an amendment was disagreed to (see division list 3); the House was resumed.
15. Mineworkers’ compensation—The Lord Lofthouse of Pontefract asked Her Majesty’s Government what steps they are taking to speed up payment of compensation for mineworkers and former mineworkers who suffer from bronchitis and emphysema and to control the legal fees associated with such claims; after debate, the question was answered by the Lord Evans of Temple Guiting.
16. Housing Bill—The House again resolved itself into a Committee upon the bill; amendments were agreed to; amendments were moved and (by leave of the Committee) withdrawn; the House was resumed after amendment 208.
