HOUSE OF LORDS

MINUTES OF PROCEEDINGS

Monday 13th September 2004

The House met at half-past two o’clock.

PRAYERS were read by the Lord Bishop of Newcastle.

1.  Lord Steinberg—Leonard Steinberg Esquire, having been created Baron Steinberg, of Belfast in the County of Antrim, for life by Letters Patent dated in the forenoon of 23rd June 2004, was introduced between the Lord Harris of Peckham and the Lord Ashcroft, the Gentleman Usher of the Black Rod and Garter King of Arms preceding; and took and subscribed the oath pursuant to statute.

2.  Lord Alliance—Sir David Alliance, Knight, CBE, having been created Baron Alliance, of Manchester in the County of Greater Manchester, for life by Letters Patent dated in the afternoon of 1st July 2004, was introduced between the Lord Owen and the Lord Razzall, the Gentleman Usher of the Black Rod and Garter King of Arms preceding; and made and subscribed the solemn affirmation pursuant to statute.

3.  Viscountcy of Hill in the Peerage of the United Kingdom—The Lord Chancellor reported that Peter David Raymond Charles Clegg-Hill had established his succession to the Viscountcy of Hill in the Peerage of the United Kingdom. The Clerk of the Parliaments was accordingly directed to enter the Viscount Hill on the register of hereditary peers maintained under Standing Order 10(5).

4.  Command Paper—The following paper was presented to the House by command of Her Majesty and ordered to lie on the Table:

5.  Negative Instruments—The following instruments were laid before the House and ordered to lie on the Table:

    1.    (i)  Social Security (Miscellaneous Amendments) (No. 3) Regulations 2004—    (2308)

      (ii)  Social Security (Housing Benefit, Council Tax Benefit, State Pension Credit and Miscellaneous Amendments) Regulations 2004—  (2327)

      laid under the Social Security Contributions and Benefits Act 1992;

    2.    (i)  European Public Limited-Liability Company Regulations 2004—    (2326)

      (ii)    Genetically Modified Animal Feed (England) Regulations 2004—  (2334)

      laid under the European Communities Act 1972;

    3.  Genetically Modified Food (England) Regulations 2004, laid under the Food Safety Act 1990;    (2335)

    4.  Plant Health (Amendment) (England) Order 2004, laid under the Plant Health Act 1967.    (2365)

6.  Papers not subject to parliamentary proceedings—The following papers were laid before the House and ordered to lie on the Table:

    1.  Accounts for 2003-04 of the following Education Action Zones, together with the Reports of the Comptroller and Auditor General;

      (i)     Ashington—

      (ii)     Clacton and Harwich—

      (iii)     Ellesmere Port—

      laid under the School Standards and Framework Act 1998;

    2.  Report for 2003-04 of the Postal Services Commission, laid under the Postal Services Act 2000.

Public Business

7.  Housing Bill—The House again resolved itself into a Committee upon the bill; amendments were agreed to; an amendment was moved and (by leave of the Committee) withdrawn; the House was resumed for a statement; the House again resolved itself into a Committee upon the bill; amendments were agreed to; amendments were moved and (by leave of the Committee) withdrawn; the House was resumed.

8.  Child Support (Miscellaneous Amendments) Regulations 2004—It was moved by the Baroness Andrews that the draft Regulations laid before the House on 5th July be approved; after debate, the motion was agreed to.

9.  Criminal Justice and Police Act 2001 (Amendment) and Police Reform Act 2002 (Modification) Order 2004—It was moved by the Baroness Scotland of Asthal that the draft Order laid before the House on 19th July be approved; after debate, the motion was agreed to.

The House was adjourned during pleasure.The House was resumed.

10.  Housing Bill—The House again resolved itself into a Committee upon the bill; amendments were agreed to; amendments were moved and (by leave of the Committee) withdrawn; the House was resumed after amendment 182.

The House was adjourned at eighteen minutes past ten o’clock

till tomorrow, half-past two o’clock.

APPENDIX

The Committee met at half-past three o’clock.
