The House met at half-past two o’clock.
PRAYERS were read by the Lord Bishop of Edmundsbury and Ipswich.
1. Lord Vallance of Tummel—Sir Iain David Thomas Vallance, Knight, having been created Lord Vallance of Tummel, of Tummel in Perth and Kinross, for life by Letters Patent dated in the afternoon of 22nd June 2004, was introduced between the Lord Wallace of Saltaire and the Lord Phillips of Sudbury, the Gentleman Usher of the Black Rod and Garter King of Arms preceding; and took and subscribed the oath pursuant to statute.
2. Baroness Chapman—Nicola Jane Chapman, having been created Baroness Chapman, of Leeds in the County of West Yorkshire, for life by Letters Patent dated in the forenoon of 24th June 2004, was introduced between the Baroness Masham of Ilton and the Baroness Dean of Thornton-le-Fylde, the Gentleman Usher of the Black Rod and Garter King of Arms preceding; and took and subscribed the oath pursuant to statute.

5. Papers not subject to parliamentary proceedings—The following papers were laid before the House and ordered to lie on the Table:
1. Accounts for the period April to December 2003 of the East Brighton Education Action Zone, laid under the School Standards and Framework Act 1998, together with the Report of the Comptroller and Auditor General;
2. Report for 2003-04 of the Department of Trade and Industry on Miscellaneous Duty Reliefs, laid under the European Communities Act 1972;
3. Report for 2002-03 of the Office of the Subsidence Adviser, laid under the Coal Mining Subsidence (Subsidence Adviser) Regulations 1994.

6. Human Rights—The 19th Report from the Joint Committee, on the Children Bill, was made and ordered to be printed. (HL Paper 161)
Public Business
7. Armed Forces (Pensions and Compensation) Bill—The report was received; an amendment was agreed to (see division list); amendments were moved and (by leave of the House) withdrawn; it was ordered that the bill be printed as amended. (HL Bill 110)
8. Public Audit (Wales) Bill [HL]—The Commons amendments were considered and agreed to.
9. Employment Relations Bill—The bill was read a third time; amendments were agreed to; amendments were moved and (by leave of the House) withdrawn; then the bill was passed and returned to the Commons with amendments.
10. TSE (England) (Amendment) Regulations 2004—It was moved by the Baroness Byford that an Humble Address be presented to Her Majesty praying that the Regulations, laid before the House on 18th June, be annulled (S.I. 2004/1518); after debate, the motion was (by leave of the House) withdrawn.
11. Christmas Day (Trading) Bill—The House resolved itself into a Committee upon the bill; amendments were agreed to; the House was resumed and the bill was reported with amendments; it was ordered that the bill be printed as amended. (HL Bill 111)
