The House met at eleven o’clock.

PRAYERS were read by the Lord Bishop of Leicester.

Judicial Business

1.  N (FC) (Petitioner) v. Secretary of State for the Home Department (Respondent) (England)—The appeal of N was presented and it was ordered, notwithstanding Standing Order VI, that the statement and appendix thereto be lodged on or before 4th October next.

2.  Regina v. Ashworth Hospital Authority (Appellants) and another ex parte B (FC) (Respondent)—The appeal was set down for hearing and referred to an Appellate Committee.

3.  Command Paper—The following paper was presented to the House by command of Her Majesty and ordered to lie on the Table:

    Sea-Bed Areas—Protocol on the Privileges and Immunities of the International Seabed Authority.    (6260)

4.  Affirmative Instrument—The following instrument was laid before the House for approval by resolution and ordered to lie on the Table:

    Draft Student Fees (Amounts) (England) Regulations 2004, laid under the Higher Education Act 2004, together with an Explanatory Memorandum.

5.  Negative Instrument—The following instrument was laid before the House and ordered to lie on the Table:

    Passenger Car (Fuel Consumption and CO2 Emissions Information) (Amendment) Regulations 2004, laid under the European Communities Act 1972.  (1661)

Public Business

6.  Tobacco Advertising and Promotion (Brandsharing) Regulations 2004—It was moved by the Lord Warner that the draft Regulations laid before the House on 26th May be approved; after debate, the motion was agreed to.

7.  Maximum Number of Judges (Northern Ireland) Order 2004—It was moved by the Lord Filkin that the draft Order laid before the House on 10th June be approved; after debate, the motion was agreed to.

8.  Courts Act 2003 (Consequential Amendments) Order 2004—It was moved by the Lord Filkin that the draft Order laid before the House on 10th June be approved; the motion was agreed to.

9.  Discharge of Fines by Unpaid Work (Prescribed Hourly Sum) Regulations 2004—It was moved by the Lord Filkin that the draft Regulations laid before the House on 10th June be approved; the motion was agreed to.

10.  Representation of the People (Form of Canvass) (England and Wales) Regulations 2004—It was moved by the Lord Evans of Temple Guiting that the draft Regulations laid before the House on 16th June be approved; after debate, the motion was agreed to.

11.  Representation of the People (Form of Canvass) (Scotland) Regulations 2004—It was moved by the Lord Evans of Temple Guiting that the draft Regulations laid before the House on 17th June be approved; the motion was agreed to.

12.  Immigration (Provision of Physical Data) (Amendment) (No. 2) Regulations 2004—It was moved by the Lord Bassam of Brighton that the draft Regulations laid before the House on 10th June be approved; after debate, the motion was agreed to.

13.  Police and Criminal Evidence Act 1984 (Codes of Practice) Order 2004—It was moved by the Lord Bassam of Brighton that the draft Order laid before the House on 27th May be approved; after debate, the motion was agreed to.

14.  Chilterns Area of Outstanding Natural Beauty (Establishment of Conservation Board) Order 2004—It was moved by the Lord Whitty that the draft Order laid before the House on 16th June be approved; after debate, the motion was agreed to.

15.  Cotswolds Area of Outstanding Natural Beauty (Establishment of Conservation Board) Order 2004—It was moved by the Lord Whitty that the draft Order laid before the House on 16th June be approved; the motion was agreed to.

16.  Working Time Directive (EUC Report)—It was moved by the Lord Williamson of Horton that this House takes note of the Report of the European Union Committee on the Working Time Directive: a Response to the European Commission’s Review (9th Report, HL Paper 67); after debate, the motion was agreed to.

The House was adjourned at seventeen minutes past three o’clock

to Monday next, half-past two o’clock.
