The House met at half-past two o’clock.

PRAYERS were read by the Lord Bishop of Peterborough.

1.  Leave of Absence—Leave of absence was granted to the Lord Chancellor for Monday 19th April.

2.  Command Paper—The following paper was presented to the House by command of Her Majesty and ordered to lie on the Table:

3.  Affirmative Instruments—The following instruments were laid before the House for approval by resolution and ordered to lie on the Table:

    1.  (i)  Draft Competition Act 1998 (Determination of Turnover for Penalties) (Amendment) Order 2004, together with an Explanatory Memorandum—

      (ii)  Draft Competition Act 1998 (Land Agreements Exclusion and Revocation) Order 2004, together with an Explanatory Memorandum—

4.  Negative Instruments—The following instruments were laid before the House and ordered to lie on the Table:

Select Committee Report

5.  Constitution Committee—The 6th Report from the Select Committee, The Regulatory State: Ensuring Its Accountability, was made and ordered to be printed, together with the Minutes of Evidence and Appendices. (HL Paper 68)

Private Business

6.  London Local Authorities Bill [HL]—The Commons amendments were considered; certain Commons amendments were agreed to; a motion that the House do disagree with a Commons amendment was agreed to; a Committee was appointed to propose a reason for such disagreement.

    The Lords following were named of the Committee:

      Brabazon of Tara, L.

      Jenkin of Roding, L.

      Tordoff, L.

    The Committee reported that they had proposed the following reason:

      “Because the purpose of the amendment is now achieved by Commons amendments Nos. 6, 8, 10 and 11, and it can be omitted consequentially on the making of those amendments.”

    The report was agreed to; the remaining Commons amendments were agreed to; and the bill was returned to the Commons with a reason.

Public Business

7.  Business of the House—It was moved by the Lord President (Baroness Amos) that the debate on the motion in the name of the Baroness Williams of Crosby set down for today shall be limited to 5 hours; the motion was agreed to.

8.  Assisted Dying for the Terminally Ill Bill [HL]--It was moved by the Chairman of Committees that, as proposed by the Committee of Selection, the following Lords be named of the Select Committee on the bill:

    That the Committee do meet on Wednesday 7th July;

    after debate, the motion was agreed to.

9.  Middle East—It was moved by the Baroness Williams of Crosby that there be laid before the House papers relating to recent developments in the Middle East; after debate, the motion was (by leave of the House) withdrawn.

10.  Business of the House—The three motions in the name of the Lord Filkin were postponed until after the Unstarred Question in the name of the Lord Astor of Hever.

11.  Engineering—The Lord Astor of Hever asked Her Majesty’s Government whether enough is being done within the educational process to attract young engineers to industry, and in particular to the automotive and motorsport industries; after debate, the question was answered by the Lord Davies of Oldham.

12.  Courts Boards Areas Order 2004—It was moved by the Lord Filkin that the draft Order laid before the House on 26th February be approved; after debate, the motion was agreed to.

13.  Courts Boards (Appointments and Procedure) Regulations 2004—It was moved by the Lord Filkin that the draft Regulations laid before the House on 26th February be approved; the motion was agreed to.

14.  Community Legal Services (Scope) Regulations 2004—It was moved by the Lord Filkin that the draft Regulations laid before the House on 12th February be approved; after debate, the motion was agreed to.

The House was adjourned at seventeen minutes before ten o’clock

till tomorrow, eleven o’clock.

APPENDIX

The Committee met at half-past three o’clock.

    Horserace Betting and Olympic Lottery Bill—The bill was considered in the Grand Committee; amendments were moved and (by leave of the Committee) withdrawn; the Committee was adjourned after amendment 9.
