The House met at eleven o’clock.

PRAYERS were read by the Lord Bishop of Portsmouth.

Papers

1.  Negative Instrument—The following instrument was laid before the House and ordered to lie on the Table:

    National Health Service (Pharmaceutical Services) (Amendment) Regulations 2004, laid under the National Health Service Act 1977.  (922)

Public Business

2.  Sentencing—It was moved by the Lord Archbishop of Canterbury that there be laid before the House papers relating to the social purpose of sentencing; after debate, the motion was (by leave of the House) withdrawn.

3.  Executive Powers and Civil Service Bill [HL]—The House resolved itself into a Committee upon the bill; the questions that certain clauses stand part of the bill were negatived; amendments were agreed to; the questions that certain Schedules be Schedules to the bill were negatived; the House was resumed and the bill was reported with amendments; it was ordered that the bill be printed as amended. (HL Bill 50)

4.  Child Benefit and Guardian’s Allowance Up-rating Order 2004—It was moved by the Lord McIntosh of Haringey that the draft Order laid before the House on 23rd February be approved; after debate, the motion was agreed to.

5.  Child Benefit and Guardian’s Allowance Up-rating (Northern Ireland) Order 2004—It was moved by the Lord McIntosh of Haringey that the draft Order laid before the House on 23rd February be approved; the motion was agreed to.

6.  Tax Credits Up-rating Regulations 2004—It was moved by the Lord McIntosh of Haringey that the draft Regulations laid before the House on 23rd February be approved; the motion was agreed to.

7.  Cash Ratio Deposits (Value Bands and Ratios) Order 2004—It was moved by the Lord McIntosh of Haringey that the draft Order laid before the House on 3rd March be approved; the motion was agreed to.

The House was adjourned at twenty-eight minutes before four o’clock

to Monday next, half-past two o’clock.
