The House met at half-past two o’clock.

PRAYERS were read by the Lord Bishop of Portsmouth.

Papers

1.  Negative Instruments—The following instruments were laid before the House and ordered to lie on the Table:

    1.  Animals and Animal Products (Import and Export) Regulations 2004, laid under the European Communities Act 1972;    (853)

    2.  General Medical Services and Personal Medical Services Transitional and Consequential Provisions Order 2004, laid under the Health and Social Care (Community Health and Standards) Act 2003.    (865)

2.  Paper not subject to parliamentary proceedings—The following paper was laid before the House and ordered to lie on the Table:

    Draft Guidance issued under Section 182 of the Licensing Act 2003 and Draft Guidance to Police Officers on the Operation of Closure Powers in Part 8 of the Licensing Act 2003, laid under that Act.

Select Committee Reports

3.  Human Rights—The 9th Report from the Joint Committee, Naval Discipline Act 1957 (Remedial) Order 2004, together with Appendices, was made and ordered to be printed. (HL Paper 59)

4.  Statutory Instruments—The 13th Report from the Joint Committee was made on certain statutory instruments, including the following affirmative instruments:

      Draft Criminal Justice Act 1988 (Offensive Weapons) (Amendment) Order 2004;

      Draft Non-Domestic Rating (Chargeable Amounts) (Amendment) (England) Regulations 2004;

      Draft National Minimum Wage Regulations 1999 (Amendment) Regulations 2004;

    it was ordered that the Report be printed. (HL Paper 61)

Private Business

5.  London Local Authorities Bill [HL]—The bill was returned from the Commons agreed to with amendments.

Public Business

6.  Business of the House—It was moved by the Lord President (Baroness Amos) that leave be given to advance the Committee stage of the Executive Powers and Civil Service Bill [HL] from Tuesday 30th March to Friday 26th March; the motion was agreed to.

7.  Energy Bill [HL]—The bill was further considered on report; amendments were agreed to (see division lists 1 to 3); amendments were moved and (by leave of the House) withdrawn; an amendment was moved and, on question, tellers for the contents not having been appointed, the amendment was disagreed to pursuant to Standing Order 54; an amendment was agreed to; further consideration on report was adjourned after amendment 188.

8.  Child Trust Funds Bill—The bill was reported from the Grand Committee with amendments; it was ordered that the bill be printed as amended. (HL Bill 48)

9.  Patents Bill [HL]—The report was received; amendments were moved and (by leave of the House) withdrawn; an amendment was disagreed to (see division list 4).

10.  Paternity and Adoption Leave (Amendment) Regulations 2004—It was moved by the Lord Davies of Oldham that the draft Regulations laid before the House on 9th February be approved; after debate, the motion was agreed to.

11.  Statutory Paternity Pay and Statutory Adoption Pay (Weekly Rates) (Amendment) Regulations 2004—It was moved by the Lord Davies of Oldham that the draft Regulations laid before the House on 9th February be approved; the motion was agreed to.

12.  Renewables Obligation (Amendment) Order 2004—It was moved by the Lord Davies of Oldham that the draft Order laid before the House on 24th February be approved; after debate, the motion was agreed to.

13.  National Minimum Wage Regulations 1999 (Amendment) Regulations 2004—It was moved by the Lord Davies of Oldham that the draft Regulations laid before the House on 23rd February be approved; after debate, the motion was (by leave of the House) withdrawn.

The House was adjourned at seventeen minutes past nine o’clock

till tomorrow, half-past two o’clock.

APPENDIX

PROCEEDINGS OF THE GRAND COMMITTEE (IN COMMITTEE ROOM 3A AND 4B)

The Committee met at a half-past three o’clock.

    Child Trust Funds Bill—The bill was further considered in the Grand Committee; amendments were moved and (by leave of the Committee) withdrawn; amendments were agreed to; it was ordered that the bill be reported with amendments.
