1. Regina v. Parole Board (Respondents) ex parte Smith (FC) (Petitioner) (England)The appeal of Trevor Smith was presented and it was ordered that in accordance with Standing Order VI the statement and appendix thereto be lodged on or before 16th April next.
2. Hinchy (Respondent) v. Secretary of State for Work and Pensions (Appellant)The appeal was set down for hearing and referred to an Appellate Committee (lodged 26th February).

5. University of Manchester Bill [HL]The order made on 3rd March relating to the commitment of the bill to an Unopposed Bill Committee was vacated and the bill referred to the Examiners.
Public Business
6. Executive Powers and Civil Service Bill [HL]The Queens consent was signified; then it was moved by the Lord Lester of Herne Hill that the bill now be read a second time; after debate, the motion was agreed to and the bill was committed to a Committee of the Whole House.
7. Harbours Bill [HL]The report was received; amendments were agreed to; it was ordered that the bill be printed as amended. (HL Bill 38)
8. Air Traffic Emissions Reduction Bill [HL]The House resolved itself into a Committee upon the bill; an amendment was moved and (by leave of the Committee) withdrawn; amendments were agreed to; the House was resumed and the bill was reported with amendments; it was ordered that the bill be printed as amended. (HL Bill 39)
9. Mink Keeping (Prohibition) (England) Order 2004It was moved by the Lord Whitty that the Order laid before the House on 20th January be approved; after debate, the motion was agreed to.
10. Milk Development Council (Amendment) Order 2004It was moved by the Lord Whitty that the draft Order laid before the House on 26th January be approved; after debate, the motion was agreed to.
11. National Health Service and overseas visitorsThe Baroness Boothroyd asked Her Majestys Government whether they will consider the case for tighter regulations relating to the free treatment on the National Health Service of overseas visitors; after debate, the question was answered by the Lord Warner.
