1. Lord VivianThe Lord Chancellor acquainted the House that Lord Vivian, a member of the House, had died on 28th February 2004.
2. Barony of Grimthorpe in the Peerage of EnglandThe Petition of Edward John Beckett claiming to have succeeded to the Barony of Grimthorpe in the Peerage of England and praying that the Clerk of the Parliaments might be directed to enter the petitioner as the Lord Grimthorpe on his register of hereditary peers maintained under Standing Order 10(5) was presented and was referred to the Lord Chancellor to consider and report upon to the House pursuant to Standing Order 11.

Human Rights Act 1998 (Making of Remedial Orders) Amendment Bill [HL]A bill to amend Schedule 2 to the Human Rights Act 1998 in respect of the periods of time applying to the stages in making a remedial order under section 10 of that Act was presented by the Lord Lester of Herne Hill, read a first time and ordered to be printed. 13. European Parliamentary and Local Elections (Pilots) BillThe bill was read a third time; an amendment was moved and (by leave of the House) withdrawn; then the bill was passed and returned to the Commons with amendments.
14. Social Security (Contributions) (Re-rating and National Insurance Funds Payments) Order 2004It was moved by the Lord Davies of Oldham that the draft Order laid before the House on 4th February be approved; after debate, the motion was agreed to.
15. Planning and Compulsory Purchase BillThe bill was further considered on report; amendments were agreed to (see division lists 1 and 2); further amendments were agreed to; amendments were moved and (by leave of the House) withdrawn; an amendment was disagreed to (see division list 3); further consideration on report was adjourned.
