The 12th Report from the Appellate Committee was made and ordered to be printed (HL Paper 33). It was moved by the Lord Bingham of Cornhill, That the Report be agreed to; the motion was agreed to. It was ordered and adjudged that the Orders of the Court of Appeal of 16 October 2003 be affirmed and the appeals dismissed; and that the answers to the certified questions be gathered from a reading of the whole of the Report. 4. Osmani (FC) (Respondent) v. London Borough of Harrow (Appellants)
It was moved by the Lord Bingham of Cornhill, That the 13th Report from the Appellate Committee be agreed to; the motion was agreed to. It was ordered and adjudged that the Orders of the Court of Appeal of 28 February 2003 be affirmed and the appeals dismissed; that the appellants do pay to the respondents their costs before this House, the amounts thereof to be certified by the Clerk of the Parliaments if not agreed between the parties; that the costs of the respondents be taxed in accordance with the Access to Justice Act 1999; and that the intervener bear its own costs. 5. Buchanan (Appellant) v. Alba Diagnostics Limited (Respondents) (Scotland)It was moved by the Lord Hoffmann, on behalf of the Lord Nicholls of Birkenhead, That the 14th Report from the Appellate Committee be agreed to; the motion was agreed to. It was ordered and adjudged that the Interlocutor of the First Division of the Court of Session of 6 February 2001 be affirmed and the appeal dismissed with costs, the amount thereof to be certified by the Clerk of the Parliaments if not agreed between the parties. 10. Business of the HouseThe motion in the name of the Lord President (Baroness Amos) on the Terrorism Act 2000 (Continuance of Part VII) Order 2004 was postponed until after the Unstarred Question in the name of the Baroness Gardner of Parkes.
11. Medical services for studentsThe Baroness Gardner of Parkes asked Her Majestys Government how the changes in National Health Service funding have affected the provision of general medical services for students, in particular the effect on general practitioners surgeries on university sites; after debate, the question was answered by the Lord Warner.
