7. Health Protection Agency Bill [HL]It was moved by the Lord Warner that the bill be now read a second time; after debate, the motion was agreed to and the bill was committed to a Grand Committee.
8. Single transferable voteThe Earl Russell asked Her Majestys Government whether they have considered the possibility that the introduction of the single transferable vote might increase the level of public participation in politics; after debate, the question was answered by the Lord Bassam of Brighton.
