59. I have had the advantage of reading in draft the speeches of my noble and learned friends Lord Bingham of Cornhill and Lord Hope of Craighead. I agree with them and for the reasons which they give I too would dismiss these appeals and make the orders proposed by Lord Bingham of Cornhill.
