The House met at half-past two o’clock.

1. Leave of Absence—Leave of absence was granted to the Lord Chancellor for Wednesday 19th November.

2. Amiri Flight Authority (Respondents) v. BAE Systems plc (Petitioners)—The petition of BAe Systems plc praying for leave to appeal was presented and referred to an Appeal Committee.
3. Page (a patient by his litigation friend) (Petitioner) v. Lee (Respondent)—The petition of Christopher Kevin Page praying for leave to appeal was presented and referred to an Appeal Committee.
4. Regina v. Police Ombudsman for Northern Ireland and another (Respondents) ex parte Butler (Petitioner) (Northern Ireland)—The petition of Kieran Owen Butler praying for an extension of time within which the petition may be lodged and for leave to appeal in accordance with the Judicature (Northern Ireland) Act 1978 was presented and referred to an Appeal Committee.
5. Sheldrake (Respondent) v. Director of Public Prosecutions (Appellant) (Criminal Appeal from Her Majesty’s High Court of Justice)—
6. Attorney General’s Reference No. 4 of 2002 (On Appeal from the Court of Appeal (Criminal Division))—
The appeal and reference were set down for hearing and referred to an Appellate Committee.

Public Business
13. Taxation (Information) Bill [HL]—The bill was read a third time and passed and sent to the Commons.
14. Criminal Justice Bill—The bill was read a third time; amendments were agreed to; amendments were moved and (by leave of the House) withdrawn; an amendment was disagreed to (see division list); then the bill was passed and returned to the Commons with amendments.
15. Wild Mammals (Protection) (Amendment) (No. 2) Bill [HL]—The bill was read a third time and passed and sent to the Commons.
16. Access to the Countryside (Exclusions and Restrictions) (England) Regulations 2003—It was moved by the Earl Peel that an Humble Address be presented to Her Majesty praying that the Order, laid before the House on 24th October, be annulled (S.I. 2003/2713); after debate, the motion was (by leave of the House) withdrawn.

CORRECTION
Under Select Committee Reports on Tuesday 28th October, the Draft Retention of Communications Data (Code of Practice) Order 2003 should have been included in item 7, Statutory Instruments. |
