The House met at eleven o’clock.
PRAYERS were read by the Lord Bishop of Derby.
1. Lord Wallace of Coslany—The Lord Chancellor acquainted the House that Lord Wallace of Coslany, a member of the House, had died on 11th November 2003.
Judicial Business
2. Regina v. Immigration Officer at Prague Airport and another (Respondents) ex parte European Roma Rights Centre and another (FC) and another and others (FC) (Appellants)—The petition of the appellants praying that the time for lodging the statement and appendix and setting down the cause for hearing might be extended to 25th December next or to the third sitting day after the next ensuing meeting of the House (the agents for the respondents consenting thereto) was presented; and it was ordered as prayed (lodged 13th November).

4. Negative Instrument—The following instrument was laid before the House and ordered to lie on the Table:
Merchant Shipping (Merchant Navy Reserve) (Revocation) Regulations 2003, laid under the Merchant Shipping Act 1995. (2861)
Public Business
5. Road Vehicles (Registration and Licensing) (Amendment) (No. 3) Regulations 2003—It was moved by the Lord Davies of Oldham that the draft Regulations laid before the House on 15th October be approved; after debate, the motion was agreed to.
6. Telephone Number Exclusion (Domain Names and Internet Addresses) Order 2003—It was moved by the Lord Evans of Temple Guiting that the draft Order laid before the House on 3rd November be approved; after debate, the motion was agreed to.
7. Bus services—The Lord Bradshaw asked Her Majesty’s Government what proposals they have for stimulating growth in the numbers of passengers using bus services; after debate, the question was answered by the Lord Bassam of Brighton.
The House was adjourned at a quarter-past one o’clock
to Monday next, half-past two o’clock.
