Private Business
4. Nottingham City Council Bill [HL]—The bill was returned from the Commons agreed to.
5. Policing of Airports (Belfast City) Order 2003—The Chairman of Committees reported, pursuant to Private Business Standing Order 216, that in his opinion the draft order laid before the House today is such that, apart from the provisions of the Act authorising it to be made, it would require to be enacted by a private or hybrid bill.
Public Business
6. Railways and Transport Safety Bill—The Commons amendment was considered; a Lords amendment was not insisted on and the Commons amendment in lieu thereof was agreed to.
7. Local Government Bill—The report was received; amendments were moved and (by leave of the House) withdrawn; amendments were disagreed to (see division lists 1 and 2).

Judicial Business
8. Cullen (Appellant) v. Chief Constable of the Royal Ulster Constabulary (Respondent) (Northern Ireland)—It was moved by the Lord Bingham of Cornhill, That the 46th Report from the Appellate Committee be agreed to; the motion was agreed to. It was ordered and adjudged that the Order of the Court of Appeal in Northern Ireland of 15th June 1999 be affirmed and the appeal dismissed with costs, the amount thereof to be certified by the Clerk of the Parliaments if not agreed between the parties. 9. Wilson and others v. Secretary of State for Trade and Industry (Appellant)—It was moved by the Lord Nicholls of Birkenhead, That the 47th Report from the Appellate Committee be agreed to; the motion was agreed to. It was ordered and adjudged that the Declaration that “Having regard to the terms prescribed by regulation 6(1) of, and schedule 6 to, the Consumer Credit (Agreement) Regulations 1983 (SI 1983/1553) the provisions of section 127(3) of the Consumer Credit Act 1974, in so far as they prevent the court from making an enforcement order under section 65(1) of that Act unless a document containing all the prescribed terms of the agreement has been signed by the debtor, are incompatible with the rights guaranteed to the creditor or hirer by article 6(1) of the Convention at schedule 1 of the Human Rights Act 1998 and article 1 of the First Protocol to that Convention.” made by the Court of Appeal on 2nd May 2001 be set aside; and that there be no order as to costs before this House. 10. Appeal Committee—The 64th Report from the Appeal Committee, on the petitions for leave to appeal in Regina v. Secretary of State for the Home Department (Respondent) ex parte Al-Hasan (FC) (Petitioner) and Regina v. Secretary of State for the Home Department (Respondent) ex parte Carroll (FC) (Petitioner), was made and ordered to be printed (HL Paper 148)
11. Motorola Credit Corporation (Petitioners) v. Uzan and others (Respondents)—The petition of Motorola Credit Corporation praying for leave to appeal was presented and referred to an Appeal Committee.

13. Hunting Bill—A bill to make provision about hunting wild mammals with dogs; to prohibit hare coursing; and for connected purposes was brought from the Commons, read a first time and ordered to be printed. (HL Bill 95)
14. Hunting Bill—It was ordered that the Explanatory Notes relating to the bill be printed. (HL Bill 95-EN)
15. Local Government Bill—The bill was further considered on report; amendments were moved and (by leave of the House) withdrawn; amendments were agreed to; an amendment was disagreed to (see division list 3); further consideration on report was adjourned after amendment 31.
16. Mental Incapacity—A message was brought from the Commons that they concur with the resolution of this House of 13th June relating to a Joint Committee to consider any draft Mental Incapacity Bill and that they have made the following Orders:
That a Select Committee of eight Members be appointed to join with any Committee appointed by the Lords to consider any such draft Mental Incapacity Bill.
That the Committee shall have power—
(i) to send for persons, papers and records;
(ii) to sit notwithstanding any adjournment of the House;
(iii) to report form time to time;
(iv) to appoint specialist advisers; and
(v) to adjourn from place to place within the United Kingdom.
17. Civil Contingencies—A message was brought from the Commons that they concur with the resolution of this House of 13th June relating to a Joint Committee to consider any draft Civil Contingencies Bill and that they have made the following Orders:
That a Select Committee of eleven Members be appointed to join with any Committee appointed by the Lords to consider any such draft Civil Contingencies Bill.
That the Committee shall have power—
(i) to send for persons, papers and records;
(ii) to sit notwithstanding any adjournment of the House;
(iii) to report form time to time;
(iv) to appoint specialist advisers; and
(v) to adjourn from place to place within the United Kingdom.
18. Gambling—A message was brought from the Commons that they concur with the resolution of this House of 2nd July relating to a Joint Committee to consider any draft Gambling Bill and that they have made the following Orders:
That a Select Committee of eight Members be appointed to join with any Committee appointed by the Lords to consider any such draft Gambling Bill.
That the Committee shall have power—
(i) to send for persons, papers and records;
(ii) to sit notwithstanding any adjournment of the House;
(iii) to report form time to time;
(iv) to appoint specialist advisers; and
(v) to adjourn from place to place within the United Kingdom.
19. Trafficking in people—The Baroness Elles asked Her Majesty’s Government what measures they are considering in order to combat illicit trafficking in people; after debate, the question was answered by the Lord Bassam of Brighton.
