11. Hereford Markets Bill [HL]The bill was read a third time and passed and sent to the Commons.
12. Thurrock Development Corporation (Area and Constitution) Order 2003The Chairman of Committees reported, pursuant to Private Business Standing Order 216, that in his opinion the order laid before the House today is such that, apart from the provisions of the Act authorising it to be made, it would require to be enacted by a private or hybrid bill.
Public Business
13. Business of the HouseIt was moved by the Lord President (Lord Williams of Mostyn) that Standing Order 47 (No two stages of a Bill to be taken on one day) be dispensed with tomorrow to allow the Finance Bill to be taken through all its remaining stages; the motion was agreed to.
14. GamblingIt was moved by the Lord President (Lord Williams of Mostyn) that it is expedient that a Joint Committee of Lords and Commons be appointed to consider and report on any clauses of a draft Gambling Bill presented to both Houses by a Minister of the Crown, and that the Committee shall report on the draft Bill by 8th April 2004; the motion was agreed to; and a message was ordered to be sent to the Commons to seek their agreement thereto.
15. Aviation (Offences) BillThe order of commitment was discharged.
16. Communications BillThe bill was further considered on report; amendments were agreed to (see division lists 1 and 3); amendments were agreed to; amendments were moved and (by leave of the House) withdrawn; an amendment was disagreed to (see division list 2); it was ordered that the bill be printed as amended.
