The House met at half-past two o’clock.
PRAYERS were read by the Lord Bishop of Portsmouth.
1. Leave of Absence—Leave of absence was granted to the Lord Chancellor for Friday 4th and Friday 11th July.
Judicial Business
2. Brotherton (Respondent) v. Aseguradora Colseguros SA and others (Petitioners)—The petition of Aseguradora Colseguros SA and La Previsora SA, Compania de Seguros praying for leave to appeal was presented and referred to an Appeal Committee.
3. Motorola Credit Corporation (Respondents) v. Uzan (Petitioner) and others—The petition of Cem Cengiz Uzan praying for leave to appeal was presented and referred to an Appeal Committee.
4. Motorola Credit Corporation (Respondents) v. Uzan and others and another (Petitioner)—The petition of Aysegul Akay praying for leave to appeal was presented and referred to an Appeal Committee.
5. Celtec Limited (Appellants) v. Astley and others (Respondents)—The appeal was set down for hearing and referred to an Appellate Committee.

7. Affirmative Instrument—The following instrument was laid before the House for approval by resolution and ordered to lie on the Table:

8. Negative Instrument—The following instrument was laid before the House and ordered to lie on the Table:

9. Papers not subject to parliamentary proceedings—The following papers were laid before the House and ordered to lie on the Table:
1. Report for 2002 of Her Majesty’s Inspectors of Explosives for Northern Ireland, laid under the Explosives Act 1875;
2. Report by the Comptroller and Auditor General for Northern Ireland on Encouraging Take-Up of Benefits by Pensioners, laid under the Northern Ireland Act 2000;
3. Report for 2002-03 of the Public Works Loan Board, laid under the Public Works Loan Act 1875.
Select Committee Report
10. Science and Technology—The 4th Report from the Select Committee, Fighting Infection, was made; it was ordered that the Report be printed. (HL Paper 138)
Private Business
11. Hereford Markets Bill [HL]—The bill was read a third time and passed and sent to the Commons.
12. Thurrock Development Corporation (Area and Constitution) Order 2003—The Chairman of Committees reported, pursuant to Private Business Standing Order 216, that in his opinion the order laid before the House today is such that, apart from the provisions of the Act authorising it to be made, it would require to be enacted by a private or hybrid bill.
Public Business
13. Business of the House—It was moved by the Lord President (Lord Williams of Mostyn) that Standing Order 47 (No two stages of a Bill to be taken on one day) be dispensed with tomorrow to allow the Finance Bill to be taken through all its remaining stages; the motion was agreed to.
14. Gambling—It was moved by the Lord President (Lord Williams of Mostyn) that it is expedient that a Joint Committee of Lords and Commons be appointed to consider and report on any clauses of a draft Gambling Bill presented to both Houses by a Minister of the Crown, and that the Committee shall report on the draft Bill by 8th April 2004; the motion was agreed to; and a message was ordered to be sent to the Commons to seek their agreement thereto.
15. Aviation (Offences) Bill—The order of commitment was discharged.
16. Communications Bill—The bill was further considered on report; amendments were agreed to (see division lists 1 and 3); amendments were agreed to; amendments were moved and (by leave of the House) withdrawn; an amendment was disagreed to (see division list 2); it was ordered that the bill be printed as amended.
