5. Consolidated Fund (Appropriation) (No. 2) Bill—It was moved by the Lord McIntosh of Haringey that the bill be now read a second time; the motion was agreed to and the Committee was negatived.
6. Communications Bill—The bill was further considered on report; amendments were moved and (by leave of the House) withdrawn; amendments were agreed to.

Judicial Business
7. Regina v. Secretary of State for the Home Department and another (Respondents) ex parte Anufrijeva (FC) (Appellant)—It was moved by the Lord Bingham of Cornhill, That the 42nd Report from the Appellate Committee be agreed to; the motion was agreed to. It was ordered and adjudged that the Order of the Court of Appeal of 22nd March 2002 and the Order of Sir Christopher Bellamy (sitting as a Deputy High Court Judge of the Queen’s Bench Division) of 25th October 2001 be set aside in respect of the claims relating to Income Support; that it be declared that “The appellant is entitled to recover Income Support until proper notification of the determination on 25th April 2000.”; and that the question as to costs be adjourned sine die. 8. Parochial Church Council of the Parish of Aston Cantlow and Wilmcote with Billesley, Warwickshire (Appellants) v. Wallbank and another (Respondents)—It was moved by the Lord Hope of Craighead, on behalf of the Lord Nicholls of Birkenhead, That the 43rd Report from the Appellate Committee be agreed to; the motion was agreed to. It was ordered and adjudged that the Order of the Court of Appeal of 17th May 2001 be set aside and that the declaration and Order of Mr Justice Ferris of 29th March 2000 be restored; and that the respondents do pay to the appellants their costs before Mr Justice Ferris and in the Court of Appeal and that there be no order as to costs before this House. 9. Regina v. Her Majesty’s Attorney General (Appellant) ex parte Rusbridger and another (Respondents)—It was moved by the Lord Steyn, That the 44th Report from the Appellate Committee be agreed to; the motion was agreed to. It was ordered and adjudged that the Order of the Court of Appeal of 21st March 2002 be set aside and the Order of the Divisional Court of the Queen’s Bench Division of 22nd June 2001 be restored and the claim for judicial review dismissed; that there be no order as to costs in the Divisional Court and Court of Appeal; and that the respondents do pay to the appellant his costs before this House, the amount thereof to be certified by the Clerk of the Parliaments if not agreed between the parties. 10. Regina v. Camberwell Green Youth Court (Respondents) ex parte D (a minor) (by his mother and litigation friend) (FC) (Appellant) (Criminal Appeal from Her Majesty’s High Court of Justice)—The appeal of D was presented and ordered to be prosecuted subject to the procedures applicable thereto.

12. Cuba—The Lord Moynihan asked Her Majesty’s Government how they view the state of the United Kingdom’s relations with Cuba; after debate, the question was answered by the Baroness Crawley.
