Judicial Business
1. Donoghue (FC) (Petitioner) v. Folkestone Properties Limited (Respondents)—The petition of John Simon Donoghue praying for leave to appeal was presented and referred to an Appeal Committee. The petitioner’s certificate of public funding was lodged.

2. Command Papers—The following papers, having been presented to the House by command of Her Majesty, were ordered to lie on the Table:

3. Negative Instruments—The following instruments were laid before the House and ordered to lie on the Table:

Select Committee Report
4. Constitution Committee—The 6th Report from the Select Committee, on the Extradition Bill, was made and ordered to be printed. (HL Paper 82)
Public Business
5. Business of the House—It was moved by the Lord Privy Seal (Lord Williams of Mostyn) that the debate on the motion in the name of the Lord Chalfont set down for today shall be limited to 2½ hours and that in the name of the Lord Northbourne to 3 hours; the motion was agreed to.
6. Extradition—A bill to make provision about extradition was brought from the Commons, read a first time and ordered to be printed. (HL Bill 50)
7. Extradition—It was ordered that the Explanatory Notes relating to the bill be printed. (HL Bill 50-EN)
8. Security and liberty (2½-hour debate)—It was moved by the Lord Chalfont that there be laid before the House papers relating to the balance between national security and individual liberty in a democratic society; after debate, the motion was (by leave of the House) withdrawn.
9. Children and parents (3-hour debate)—It was moved by the Lord Northbourne that there be laid before the House papers relating to the role of parents in providing for the needs of the nation’s children in the 21st century and to the case for making available more encouragement and support for parents; after debate, the motion was (by leave of the House) withdrawn.
10. Social Security (Contributions) (Amendment No. 2) Regulations 2003—It was moved by the Lord McIntosh of Haringey that the draft Regulations laid before the House on 24th February be approved; after debate, the motion was agreed to.
11. Social Security (Contributions) (Re-rating and National Insurance Funds Payments) Order 2003—It was moved by the Lord McIntosh of Haringey that the draft Order laid before the House on 5th February be approved; the motion was agreed to.
12. Child Benefit and Guardian’s Allowance (Decisions and Appeals) Regulations 2003—It was moved by the Baroness Hollis of Heigham that the draft Regulations laid before the House on 5th March be approved; after debate, the motion was agreed to.
