Judicial Business
1. Carr (Petitioner) v. Bower Cotton (a firm) (Respondents)—The petition of Malcolm Douglas Carr praying for leave to appeal was presented and referred to an Appeal Committee (lodged 20th January).
2. Regina v. Jones (Petitioner)—The petition of Michael Derek Jones, praying for an extension of time within which the petition may be lodged and for leave to appeal in accordance with the Criminal Appeal Act 1968 was presented and referred to an Appeal Committee.
3. Eastwood and another (Appellants) v. Magnox Electric plc (Respondents)—The petition of George Brian Eastwood and John Roger Williams, praying that the appeal be restored and for leave to give security for costs notwithstanding that the time limited by Standing Order V has expired (the agents for the respondents consenting thereto), was presented; and it was ordered as prayed.

7. Delegated Powers and Regulatory Reform—The following reports from the Select Committee were made and ordered to be printed:

Private Business
8. Hereford Markets Bill [HL]—It was reported by the Chairman of Committees, pursuant to Private Business Standing Order 91 (Special circumstances), that he had received a report on the bill from Mr Tony McNulty MP, Minister for Housing, Planning and Regeneration, stating that, in the Minister’s opinion, the promoters had failed to undertake an adequate assessment of the compatibility of their proposals with the European Convention on Human Rights in respect of clause 4(1).
Public Business
9. Standing Orders (Public Business)—It was moved by the Lord Privy Seal (Lord Williams of Mostyn) that the Standing Orders relating to public business be amended as follows:
Standing Order 42 (Business of which notice is not necessary)
In paragraph (3), after the first sentence insert “On Thursdays Bills may also be presented after Starred Questions in the afternoon.”
Standing Order 73 (Affirmative Instruments)
In paragraph (1)(a) leave out “Schedule 1” and insert “the Schedule”.
Standing Order 74 (Joint Committee on Statutory Instruments)
In paragraph (1) leave out “Schedule 1” and insert “the Schedule”;
the motion was agreed to and the amendments were ordered to be printed. (HL Paper 47)
10. Design in public services (2½-hour debate)—It was moved by the Lord Freyberg that there be laid before the House papers relating to the role of design in improving public services; after debate, the motion was (by leave of the House) withdrawn.
11. Special education (2½-hour debate)—It was moved by the Baroness Warnock that there be laid before the House papers relating to the case for rethinking the provision of special education; after debate, the motion was (by leave of the House) withdrawn.
12. Euro and the dollar—The Lord Pearson of Rannoch asked Her Majesty’s Government what is the comparative significance of the euro and the United States dollar to the United Kingdom economy; after debate, the question was answered by the Lord McIntosh of Haringey.
