Judicial Business
1. Barber (Appellant) v. Somerset County Council (Respondents)—The appeal was set down for hearing and referred to an Appellate Committee.
2. In re Kanaris (FC) (Respondent) (application for a writ of Habeas Corpus) (On Appeal from the Administrative Court of the Queen’s Bench Division of Her Majesty’s High Court of Justice)—The respondent’s certificate of public funding was lodged.

3. Command Paper—The following paper was presented to the House by command of Her Majesty and ordered to lie on the Table:

4. Affirmative Instrument—The following instrument was laid before the House for approval by resolution and ordered to lie on the Table:

6. Papers not subject to parliamentary proceedings—The following papers were laid before the House and ordered to lie on the Table:
(i) Draft Code of Practice for searches of premises by police officers and the seizure of property found by police officers on persons or premises—
(ii) Draft Code of Practice for the detention, treatment and questioning of persons by police officers—
(iii) Draft Code of Practice for the identification of persons by police officers—

laid under the Police and Criminal Evidence Act 1984.
Select Committee Reports
7. Statutory Instruments—The 8th Report from the Joint Committee was made on certain statutory instruments, including the following affirmative instruments:
Draft Proceeds of Crime Act 2002 (Disclosure of Information) Order 2003;
Draft Proceeds of Crime Act 2002 (Exemptions from Civil Recovery) Order 2003;
Draft Proceeds of Crime Act 2002 (Investigations in England, Wales and Northern Ireland: Code of Practice) Order 2003;
Draft Northern Ireland Arms Decommissioning Act 1997 (Amnesty Period) Order 2003;
it was ordered that the Report be printed. (HL Paper 42 )
8. European Union—The 5th Report from the Select Committee, Europol’s Role in Fighting Crime, was made; it was ordered that the Report be printed, together with the Minutes of Evidence. (HL Paper 43)
Public Business
9. Sexual Offences Bill [HL]—A bill to make new provision about sexual offences, their prevention and the protection of children from harm from other sexual acts, and for connected purposes was presented by the Lord Falconer of Thoroton, read a first time and ordered to be printed. (HL Bill 26)
10. Sexual Offences Bill [HL]—It was ordered that the Explanatory Notes relating to the bill be printed. (HL Bill 26-EN)
11. House of Lords Reform—It was moved by the Lord Privy Seal (Lord Williams of Mostyn) that, notwithstanding the practice of the House that matters already decided may not be brought forward again during the same session, the House may vote on all of the seven motions standing in the name of the Lord Privy Seal on Tuesday 4th February; and that Standing Order 41 (Arrangement of the Order Paper) be dispensed with on that day so that the seven motions may be taken before other public business; the motion was agreed to.
12. Business of the House—It was moved by the Lord Privy Seal (Lord Williams of Mostyn) that the debates on the motions in the names of the Lord Freyberg and the Baroness Warnock set down for tomorrow shall each be limited to 2½ hours; the motion was agreed to.
13. Courts Bill [HL]—The House again resolved itself into a Committee upon the bill; amendments were moved and (by leave of the Committee) withdrawn; an amendment was agreed to (see division list 1); an amendment was disagreed to (see division list 2); the House was resumed.
14. Endangered species—The Lord Hoyle asked Her Majesty’s Government what progress has been made on the review of the Control of Trade in Endangered Species (Enforcement) Regulations 1997 (COTES); after debate, the question was answered by the Baroness Farrington of Ribbleton.
The House was adjourned during pleasure.

15. Courts Bill [HL]—The House again resolved itself into a Committee upon the bill; amendments were moved and (by leave of the Committee) withdrawn; the House was resumed after clause 4 stood part.
