Judicial Business
1. Regina v. London Borough of Enfield (Respondents) ex parte Clarke (Petitioner)—The petition of Valerie Anne Clarke praying for leave to appeal was presented without payment of the fee, such fee having been waived by the Appeal Committee pursuant to Standing Order XIII; the said petition was referred to an Appeal Committee (lodged 15th January).
2. Appeal Committee—The 21st Report from the Appeal Committee was agreed to and the following Order was made—
Jackson and another (Petitioners) v. Royal Bank of Scotland (Respondents)—That the petition be referred for hearing.
3. Appeal Committee—The 22nd Report from the Appeal Committee was agreed to and the following Order was made—
Shierson and another (liquidators of RGB Resources plc) (Respondents) v. Rastogi and another (Petitioners) and others—That leave to appeal be refused; that the respondents be at liberty to apply for their costs in accordance with direction 5.1(d); and, if the application is granted, that the amount thereof be certified by the Clerk of the Parliaments if not agreed between the parties.

6. Paper not subject to parliamentary proceedings—The following paper was laid before the House and ordered to lie on the Table:
Report and Accounts for 2000-01 of the British Potato Council, laid under the Industrial Organisation and Development Act 1947.
Select Committee Report
7. Statutory Instruments—The 7th Report from the Joint Committee was made on certain statutory instruments, including the following affirmative instruments:
Draft Welfare of Farmed Animals (England) (Amendment) Regulations 2003;
Draft Code of Recommendations for the Welfare of Livestock: Cattle;
Draft Code of Recommendations for the Welfare of Livestock: Pigs;
it was ordered that the Report be printed. (HL Paper 39)
Public Business
8. House of Lords Reform—It was moved by the Lord Howe of Aberavon that this House takes note of the First Report of the Joint Committee on House of Lords Reform; after debate, the further debate was adjourned till tomorrow.
