PRAYERS were read by the Lord Bishop of Derby.
Judicial Business
1. Unilever (UK) Holdings Limited (Petitioners) v. Smith (Her Majesty’s Inspector of Taxes) (Respondent)—The petition of Unilever (UK) Holdings Limited praying for leave to appeal was presented and referred to an Appeal Committee (lodged 10th January).
2. Regina v. Dorset County Council and another (Respondents) ex parte Personal representatives of Christopher Beeson (Petitioners)—The petition of the personal representatives of Christopher Beeson praying for leave to appeal was presented and referred to an Appeal Committee.
3. Regina v. Johnstone (Respondent) (On Appeal from the Court of Appeal (Criminal Division))—The appeal was set down for hearing and referred to an Appellate Committee.
4. Regina v. Parole Board and another (Respondents) ex parte Giles (FC) (Appellant)—The petition of the appellant praying that the time for lodging the statement and appendix and setting down the cause for hearing might be extended to 6th February next (the agents for the respondents consenting thereto) was presented; and it was ordered as prayed (lodged 30th December).
5. Moyna (Respondent) v. Secretary of State for Work and Pensions (formerly against the Social Security Commissioner) (Appellant)—The petition of the appellants praying that the time for lodging the statement and appendix and setting down the cause for hearing might be extended to 26th February next (the agents for the respondent consenting thereto) was presented; and it was ordered as prayed.
6. Regina v. Secretary of State for the Home Department (Petitioner) ex parte Kariharan (FC) and another (FC) (Respondents)—The respondents’ certificates of public funding were lodged.

7. Proposals for instruments withdrawn—The following proposals for instruments, laid before the House on the dates shown, were withdrawn :

8. Affirmative Instruments—The following instruments were laid before the House for approval by resolution and ordered to lie on the Table:
1. Draft Strategic Investment and Regeneration of Sites (Northern Ireland) Order 2003, together with an Explanatory Memorandum;
2. Draft Welfare of Farmed Animals (England) (Amendment) Regulations 2003, together with an Explanatory Memorandum.
9. Negative Instruments—The following instruments were laid before the House and ordered to lie on the Table:
1. Tax Credits (Miscellaneous Amendments) Regulations 2003, laid under the Social Security Contributions and Benefits Act 1992; (44)

Select Committee Reports
10. Statutory Instruments—The 26th Report from the Joint Committee was made on certain statutory instruments, including the following affirmative instruments:
Draft Scotland Act 1998 (Transfer of Functions to the Scottish Ministers etc.) Order 2003;
Draft Child Support (Miscellaneous Amendments) Regulations 2003;
it was ordered that the Report be printed. (HL Paper 34)
11. Tax Law Rewrite Bills—The First Report from the Joint Committee, being a report on the Income Tax (Earnings and Pensions) Bill, was made and ordered to be printed (together with the minutes of proceedings and the minutes of evidence). (HL Paper 35)
Public Business
12. Equality Bill [HL]—A bill to make provision making it unlawful to discriminate on the grounds of age, gender reassignment, religion or belief or sexual orientation; to make new provision with respect to discrimination on the grounds of disability, race or sex; to make provision making it unlawful to harass or victimise another person on any of those grounds; to make provision facilitating progress towards the achievement of equality as between persons of certain descriptions; to establish and provide for the functions of the Equality Commission for Great Britain; and for connected purposes was presented by the Lord Lester of Herne Hill, read a first time and ordered to be printed. 13. House Committee—It was moved by the Chairman of Committees that the First Report from the Select Committee (HL Paper 19) be agreed to; after debate, the motion was agreed to.
14. European labour markets—It was moved by the Baroness Harris of Richmond that there be laid before the House papers relating to the flexibility of European labour markets in the light of the Report of the European Union Select Committee Working in Europe: Access for all (Session 2001-02, 15th Report, HL 88); after debate, the motion was (by leave of the House) withdrawn.
15. Delegated legislation: Henry VIII powers—It was moved by the Lord Dahrendorf that this House takes note of the Special Report of the Delegated Powers and Regulatory Reform Committee on Henry VIII powers to make incidental, consequential and similar provision (3rd Report-HL Paper 21); after debate, the motion was agreed to.
16. National Endowment for Science, Technology and the Arts (Increase of Endowment) Order 2003—It was moved by the Lord Davies of Oldham, on behalf of the Baroness Blackstone, that the draft Order laid before the House on 11th December 2002 be approved; after debate, the motion was agreed to.
