1. Command Papers—The following papers were presented to the House by command of Her Majesty and ordered to lie on the Table:

3. International Labour Conference—Convention and Recommendation adopted at the 89th session of the International Labour Conference and the proposed Government action thereon; (5703)
4. Agriculture—Government Response to the Report of the Policy Commission on the Future of Farming and Food. (5709)
2. Affirmative Instrument—The following instrument was laid before the House for approval by resolution and ordered to lie on the Table:
Draft Scotland Act 1998 (Transfer of Functions to the Scottish Ministers etc.) Order 2003, together with an Explanatory Memorandum.
3. Negative Instruments—The following instruments were laid before the House and ordered to lie on the Table:
1. School Companies Regulations 2002, laid under the Education Act 2002; (2978)

4. Papers not subject to parliamentary proceedings—The following papers were laid before the House and ordered to lie on the Table:
1. Report and Accounts for 2002 of the Human Fertilisation and Embryology Authority, laid under the Human Fertilisation and Embryology Act 1990;
2. Review for 2001 of the Registrar General on births and patterns of family building in England and Wales, laid under the Registration Service Act 1953;
3. Statistics for 2001 of Scientific Procedures on Living Animals in Northern Ireland, laid under the Animals (Scientific Procedures) Act 1986.
Public Business
5. Consolidated Fund Bill—It was moved by the Lord McIntosh of Haringey that the bill be now read a second time; the motion was agreed to and the Committee was negatived.
6. Consolidated Fund (Appropriation) Bill—It was moved by the Lord McIntosh of Haringey that the bill be now read a second time; the motion was agreed to and the Committee was negatived.
7. Licensing Bill [HL]—The House resolved itself into a Committee upon the bill; amendments were moved and (by leave of the Committee) withdrawn; the House was resumed.

Judicial Business
8. Her Majesty’s Attorney General (Appellant) v. Punch Limited and another (Respondent)—It was moved by the Lord Nicholls of Birkenhead, That the 6th Report from the Appellate Committee be agreed to; the motion was agreed to. It was ordered and adjudged that the Order of the Court of Appeal of 23rd March 2001 be set aside and that the Order of Mr Justice Silber of 7th November 2000 be restored; and that the respondent do pay to the appellant his costs in the Court of Appeal and before this House, the amount of such last-mentioned costs to be certified by the Clerk of the Parliaments if not agreed between the parties. 9. Assicurazioni Generali SpA (Petitioners) v. Arab Insurance Group (BSC) (Respondents)—The petition of Arab Insurance Group (BSC) praying for leave to appeal was presented and referred to an Appeal Committee.
10. Pearce (Appellant) v. Governing Body of Mayfield School (Respondents)—The petition of the Secretary of State for Trade and Industry praying for leave to intervene in the said appeal was presented and referred to an Appeal Committee.
11. Thomson (Respondent) v. Kvaerner Govan Limited (Appellants) (Scotland)—The petition of the appellants praying that the time for lodging the statement and appendix and setting down the cause for hearing might be extended to 24th December next or to the third sitting day after the next ensuing meeting of the House (the agents for the respondent consenting thereto) was presented; and it was ordered as prayed (lodged 3rd December).
