Judicial Business
1. Moyna (Respondent) v. Secretary of State for Work and Pensions (formerly against the Social Security Commissioner) (Appellant) (England)—The appeal of the Secretary of State for Work and Pensions was presented and it was ordered that in accordance with Standing Order VI the statement and appendix thereto be lodged on or before 15th January next (lodged 2nd December).
2. A (Respondent) v. Chief Constable of West Yorkshire Police (Petitioner) and another—The petition of the Chief Constable of West Yorkshire Police praying for leave to appeal was presented and referred to an Appeal Committee.

3. Affirmative Instrument—The following instrument was laid before the House for approval by resolution and ordered to lie on the Table:

Public Business
5. Business of the House—It was moved by the Baroness Symons of Vernham Dean, on behalf of the Lord Privy Seal, that the debate on the motion in the name of the Lord Dholakia set down for today shall be limited to 2½ hours and that in the name of the Lord Roper to 1½ hours; the motion was agreed to.
6. Business of the House—It was moved by the Baroness Symons of Vernham Dean, on behalf of the Lord Privy Seal, that Standing Order 41 (Arrangement of the Order Paper) be dispensed with tomorrow to allow the motion standing in the name of the Baroness Noakes to be taken after the motion of the Earl of Onslow; the motion was agreed to.
7. Crime prevention (2½-hour debate)—It was moved by the Lord Dholakia that there be laid before the House papers relating to the role of local communities and of penal institutions in preventing crime and in rehabilitating offenders; after debate, the motion was (by leave of the House) withdrawn.
8. Emergency planning (1½-hour debate)—It was moved by the Lord Roper that there be laid before the House papers relating to the need for more effective planning for emergencies between Government departments, local government and the other bodies concerned; after debate, the motion was (by leave of the House) withdrawn.
9. Engineers—The Lord Oxburgh asked Her Majesty’s Government whether they consider that there will be sufficient well-trained engineers in the future; after debate, the question was answered by the Lord Davies of Oldham.
