Judicial Business
1. Akenzua and another (administrators of the estate of Marcia Zena Laws (deceased)) (Respondents) v. Secretary of State for the Home Department and another (Petitioner)—The petition of the Commissioner of Police for the Metropolis praying for leave to appeal was presented and referred to an Appeal Committee.
2. Wilson and others v. Secretary of State for Trade and Industry (Appellant)—The petition of Wenahold Limited (trading as Persist Specialist Credit Hire Debt Collection) praying for leave to intervene in the said appeal was presented and referred to an Appeal Committee.
3. Buchanan (Appellant) v. Alba Diagnostics Limited (Respondents) (Scotland)—The petition of the appellant praying that the time for lodging the statement and appendix and setting down the cause for hearing might be extended to 30th December next or to the third sitting day after the next ensuing meeting of the House (the agents for the respondents consenting thereto) was presented; and it was ordered as prayed (lodged 18th November).
4. Appeal Committee—The 5th Report from the Appeal Committee was made and ordered to be printed. (HL Paper 7)

Public Business
10. National Minimum Wage (Enforcement Notices) Bill [HL]—A bill to make provision enabling an enforcement notice under section 19 of the National Minimum Wage Act 1998 to impose a requirement under subsection (2) of that section in relation to a person, whether or not a requirement under subsection (1) of that section is, or may be, imposed in relation to that or any other person was presented by the Lord McIntosh of Haringey on behalf of the Lord Sainsbury of Turville, read a first time and ordered to be printed. 11. National Minimum Wage (Enforcement Notices) Bill [HL]—It was ordered that the Explanatory Notes relating to the bill be printed. (HL Bill 8-EN)
12. The Queen’s Speech—The debate on the motion that an Humble Address be presented to Her Majesty was resumed and, after further debate, was again adjourned.

13. The Queen’s Speech—The debate was resumed on the motion that an Humble Address be presented to Her Majesty as follows—
“Most Gracious Sovereign,
We, Your Majesty’s most dutiful and loyal subjects, the Lords Spiritual and Temporal in Parliament assembled, beg leave to thank Your Majesty for the most gracious Speech which Your Majesty has addressed to both Houses of Parliament.”;
after further debate, the motion was agreed to nemine dissentiente, and it was ordered that the Address be presented to Her Majesty by the Lord Chamberlain.
