The House met at half-past two o’clock.
PRAYERS were read by the Lord Bishop of Birmingham.
Judicial Business
1. Department for Social Development (Respondents) v. Walsh and another (AP) (Petitioners) (Northern Ireland)—The petition of Sandra Walsh and Niall Walsh praying for leave to appeal notwithstanding that the time limited by Standing Order II has expired was presented and referred to an Appeal Committee. The second petitioner’s legal aid certificate was lodged.
2. Regina v. Crown Court at Manchester (Respondents) ex parte McCann (FC) and others (FC) (by their mother and litigation friend Margaret McCann) (Appellants)—The appeal was set down for hearing and referred to an Appellate Committee.
3. Regina v. Immigration Appeal Tribunal (Appellants) ex parte Sivakumar (FC) (Respondent)—The petition of the appellants praying that the time for lodging the statement and appendix and setting down the cause for hearing might be extended to 12th June next (the agents for the respondent consenting thereto) was presented; and it was ordered as prayed.

3. Investment Protection—Agreement between the United Kingdom and Angola for the Promotion and Protection of Investments. (5525)
5. Affirmative Instrument—The following instrument was laid before the House for approval by resolution and ordered to lie on the Table:
Draft Regulation of Investigatory Powers (Maintenance of Interception Capability) Order 2002, together with an Explanatory Memorandum.
6. Papers not subject to parliamentary proceedings—The following papers were laid before the House and ordered to lie on the Table:
1. Report and Accounts for 2001 of the Radio Authority, laid under the Broadcasting Act 1990;
2. Accounts for 2000-01 of the Nottingham Education Action Zone, together with the Report of the Comptroller and Auditor General, laid under the School Standards and Framework Act 1998;
3. Report for 1999-2000 on Smallholdings in England, laid under the Agriculture Act 1970;
4. Report for 2001-02 of the Director General of Water Services, laid under the Water Industry Act 1991.
Public Business
7. Business of the House—It was moved by the Lord Privy Seal (Lord Williams of Mostyn) that the debate on the motion in the name of the Lord Maclennan of Rogart set down for today shall be limited to 3 hours and that in the name of the Baroness Barker to 2 hours; the motion was agreed to.
8. Adoption and Children Bill—It was ordered that the Explanatory Notes relating to the bill be printed. (HL Bill 82-EN)
9. Church and State (3-hour debate)—It was moved by the Lord Maclennan of Rogart that there be laid before the House papers relating to the case for the constitutional separation of powers between Church and State throughout the United Kingdom; after debate, the motion was (by leave of the House) withdrawn.
10. Social care (3-hour debate)—It was moved by the Baroness Barker that there be laid before the House papers relating to the case for reviewing the present level of investment in social care; after debate, the motion was (by leave of the House) withdrawn.
11. Sex Discrimination (Amendment) (No. 2) Bill [HL]—The report was received; an amendment was negatived; amendments were agreed to; it was ordered that the bill be printed as amended. (HL Bill 83)
12. Public Services (Disruption) Bill [HL]—It was moved by the Lord Campbell of Alloway that the bill be now read a second time; after debate, the motion was agreed to and the bill was committed to a Committee of the Whole House.
